The Department of Natural Resources (DNR) has an exciting opportunity within our Northeast Region. We are currently seeking a highly motivated individual to temporarily fill a 6-month vacancy as a Forest Crew Supervisor-Corrections Facility position at Heights Camp located at the Department of Corrections facility in Airway Heights, WA. While being highly demanding, this position is also highly rewarding to those who want to truly make a difference within a diverse and unique work group. The tangible rewards of this job come from helping DNR meet its strategic obligations to the community and from working with incarcerated individuals, who traditionally have minimal job skills and poor work ethics, and transforming them into hard-working individuals with employable skills.  

Developing incarcerated individuals is a critical function of this position.  The successful applicant will need to develop incarcerated individuals with limited skills into a highly functional 10-person team.  Heights crews have a commitment to hard work in arduous conditions on wildland fires and in various forest health operations.  The primary responsibilities of the position are in the training, productivity, and safety of the Heights crews who engage in wildland firefighting and forest crafts operations.  During fire season, the position may require assignments to remote fire camps for extended periods and can be expected to have workdays that routinely exceed the normally scheduled 10 hours and will require working weekends and holidays as needed for assignments.  

The successful applicant will be trusted to primarily recruit, mentor, and train incarcerated individuals in forest craft skills while supervising a 10-person crew comprised of incarcerated adult males. These skills will be used to help protect communities, manage DNR State Lands assets, and help incarcerated individuals develop job skills that can be used when they are released from incarceration. The successful applicant will be trusted to foster and maintain an interactive relationship with DOC so that incarcerated individuals are effectively managed across both state agencies according to WACs, RCWs, and Interagency Agreements. Additionally, the successful applicant will be trusted to have a productive professional relationship with the Assistant Camp Supervisor. The key to this relationship will be the applicant's ability to communicate, problem-solve, manage, and lead cooperatively with peers and supervisors.

Duties

Responsibilities:
Leads, supervises, instructs, and evaluates incarcerated individuals on how to safely and effectively participate as a member of a “Hand Crew” to engage in Initial Attack and Mop-up operations to suppress wildland fires.

  • Supervises and leads crew members in wildfire suppression ranging from the initial attack, fire line construction, mop-up, gridding, and repair.
  • Communicates all directions and objectives to crew members that are given and ensures that they are met safely, efficiently, and on time.
  • Ensures that all crew members are fire line qualified and maintains crew readiness for emergency incident response.
  • Assess the crew’s physical condition and correct any issues when they arise.
  • Communicate and document any needs of crew members to the Camp Manager, DOC personnel, or the liaison if one is assigned to a project incident.
Provides essential supervisory and security functions while supervising incarcerated individuals' work crews.
  • Takes custody of incarcerated individuals at check out from the institution.
  • Monitors incarcerated individual’s movements at close range or from a distance.
  • Visually monitors all security areas including job sites, and works on emergency incidents.
  • Enforces DNR/DOC rules and policies.
  • Initiates corrective or disciplinary action as required.
  • Adheres to established staff safety practices for themselves, the crew members, and the public.
  • Attends annual DOC trainings and refreshers to include PREA, Escape Protocol, Key and Tool Control, and Manipulative Awareness.
  • Uses de-escalation skills during stressful situations.
  • Seize or direct seizure (by notifying DOC and Camp Manager) of dangerous items, evidence, contraband, and controlled or unauthorized substances and ensure proper evidence handling is maintained.  
  • Writes reports based on observations regarding occurrences that may require action by supervisor or DOC staff.
Trains, instructs, and supervises incarcerated individual work crews to safely, effectively, and efficiently conduct work on silviculture and forest health work projects.
  • Supervises silviculture activities such as planting, pre-commercial thinning, vegetation management, riparian habitat enhancement, and stream restoration.
  • Demonstrates and teaches safe use and maintenance of power equipment and hand tools such as chainsaws, wood chippers, wood splitters, and fire line tools.
  • Teaches crew members plant and tree identification.  
  • Supervises and ensures that all prescriptions given by contractors are adhered to.
  • Teaches proper timber felling techniques to crew members.
Complete necessary administrative and transportation-related tasks required for the position.
  • Maintains daily job card documentation that includes formal incarcerated individual counts per DNR/DOC inter-agency agreement, job information, and hours worked on the job that day.
  • Maintains crew member payroll and enters pay daily in the ITAR computer system.
  • Communicates with incarcerated individual’s assigned counselor and conducts frequent evaluations for each individual assigned to their crew.
  • Maintains an open line of communication with the Camp Manager, DOC, and assigned counselors.
  • Completes, maintains, and submits records of Mileage Equipment Reports (MERs) and Time and Activity Reports (TARs).
  • Must be able to operate a 10-12 passenger vehicle safely in off-road situations, and in inclement weather.
Trains and directly supervises incarcerated individual work crews to safely and efficiently work on public recreation projects for DNR and other approved agencies.
  • Supervises, Teaches, and Instructs crew members on recreational maintenance such as trail maintenance and building, fence building, fence removal, and constructing footbridges.
  • Instruct crew members on the safe and proper use of unique tools required to conduct these jobs such as skill saws, jig saws, concrete mixers, fence stretchers and menders, hammers, ladders, drills, shovels, tape measures, and string levels.
  • Ensures that DNR Risk Assessments and Task Hazard Analysis procedures are followed to mitigate hazards.
  • Maintains direct supervision of incarcerated individuals.

Qualifications

Required Qualifications: 

  • High School Diploma or GED.
  • Experience in some or all of the following forest crafts which includes: Forest seedling planting, forest plantation, vegetation management, pre-commercial thinning, recreation trail and facilities construction and maintenance, chainsaw use and maintenance, hand tool use and maintenance and wildland fire suppression,
    OR an Associate’s Degree in forest management or a closely related field of study,
    OR a combination of education and relevant experience in Silviculture, Correctional Facility, or wildfire equivalent.
  • Six months supervisory experience in a diverse work setting that is centered on safety and security, either in an adult/juvenile correctional environment or a professional production-based business.
  • Possess the ability to communicate well both verbally and in writing using common technology.

Special Requirements and Conditions of Employment:
  • Typically work is in various outdoor settings such as forested areas, wildland-urban interface areas, desert basalt, and scabland settings. Must have the physical ability to traverse all uneven terrain. Must be able to work in all weather conditions. Must be able to work in and on DOC institutional grounds. Must be able to abide by all DNR and DOC policies. 
  • Must be able to operate a 12-person dual, four-wheel drive vehicle on improved roadways, and off-road settings. Drive time may exceed 1 hour each way, with occasional drive times up to 10 may be required during emergency response. Must be able to tow trailers that vary in length from 12’ up to 16’.
  • Must live within a one-hour commute of the workstation.
  • During the first year of employment, successful candidates must attain the level of FF2 by passing guard school in which S-130, S-190, S-212, and L-180 are taught. 
  • During the second year of employment, employees must attend and pass the S-131 FF1 class and work towards completion of the FF1 task book. 
  • Upon Completion of the FF1 task book, employees are expected to work towards IC5 certification and Single Resource-Crew Boss certification. 
  • Must pass arduous work capacity test annually that consists of carrying a 45-pound pack three miles in under forty-five minutes. 
  • Maintains valid First Aid, CPR, and AED card. 
  • Attend any offered trainings, pass trailer towing training, and maintain or stay current with all requirements of this position.
  • A valid driver’s license and two years of driving experience. This position requires driving as an essential function. Finalists and/or interview candidates will be asked to provide a driving record from all states in which they have held a license during the past three years.
  • Due to the sensitive and confidential nature of this position, an NCIC Background Investigation will be conducted on successful candidates.

    • A 2 or 4-year college-level course of study in natural resources, fire science, or other applicable field.

Retirement and Deferred Compensation
State Employees are members of the Washington Public Employees' Retirement System (PERS).  New employees have the option of two employer contributed retirement programs.  For additional information, check out the Department of Retirement Systems' web site.

Employees also have the ability to participate in the Deferred Compensation Program (DCP).  This is a supplemental retirement savings program (similar to an IRA) that allows you control over the amount of pre-tax salary dollars you defer as well as the flexibility to choose between multiple investment options.

Social Security
All state employees are covered by the federal Social Security and Medicare systems. The state and the employee pay an equal amount into the system.

Public Service Loan Forgiveness
If you are employed by a government or not-for-profit organization, and meet the qualifying criteria, you may be eligible to receive student loan forgiveness under the Public Service Loan Forgiveness Program.

Holidays
Full-time and part-time employees are entitled to paid holidays and one paid personal holiday per calendar year.

Note: Employees who are members of certain Unions may be entitled to additional personal leave day(s), please refer to position specific Collective Bargaining Agreements for more information.

Full-time employees who work full monthly schedules qualify for holiday compensation if they are employed before the holiday and are in pay status for at least 80 nonovertime hours during the month of the holiday; or for the entire work shift preceding the holiday.

Part-time employees who are in pay status during the month of the holiday qualify for the holiday on a pro-rata basis. Compensation for holidays (including personal holiday) will be proportionate to the number of hours in pay status in the month to that required for full-time employment, excluding all holiday hours. Pay status includes hours worked and time on paid leave.

Sick Leave
Full-time employees earn eight hours of sick leave per month. Overtime eligible employees who are in pay status for less than 80 hours per month, earn a monthly proportionate to the number of hours in pay status, in the month to that required for full-time employment. Overtime exempt employees who are in pay status for less than 80 hours per month do not earn a monthly accrual of sick leave.

Sick leave accruals for part-time employees will be proportionate to the number of hours in pay status, in the month to that required for full-time employment. Pay status includes hours worked, time on paid leave and paid holiday.

Vacation (Annual Leave)
Full-time employees accrue vacation leave at the rates specified in WAC 357-31-165(1) or the applicable collective bargaining agreement (CBA). Full-time employees who are in pay status for less than 80 nonovertime hours in a month do not earn a monthly accrual of vacation leave.

Part-time employees accrue vacation leave hours in accordance with WAC 357-31-165(1) or the applicable collective bargaining agreement (CBA) on a pro rata basis. Vacation leave accrual will be proportionate to the number of hours in pay status, in the month to that required for full-time employment.

Pay status includes hours worked, time on paid leave and paid holiday.


As provided in WAC 357-58-175, an employer may authorize a lump-sum accrual of vacation leave or accelerate the vacation leave accrual rate to support the recruitment and/or retention of a candidate or employee for a Washington Management Service position. Vacation leave accrual rates may only be accelerated using the rates established WAC 357-31-165. 

Note: Most agencies follow the civil service rules covering leave and holidays for exempt employees even though there is no requirement for them to do so. However, agencies are required to adhere to the applicable RCWs pertaining holidays and leave.

Military Leave
Washington State supports members of the armed forces with 21 days paid military leave per year.

Bereavement Leave
Most employees whose family member or household member dies, are entitled to three (3) days of paid bereavement leave. In addition, the employer may approve other available leave types for the purpose of bereavement leave.
