This position is a hybrid position. While in this position, the employee may work in the DNR Northeast Region Office and work from home under an approved telework agreement. Agency assigned vehicles may be parked at either an approved duty station or other secure parking location within 50 miles of the Colville National Forest Supervisor’s Office.

The Department of Natural Resources (DNR) has an exciting opportunity within our Forest Resilience Division and Federal Lands Section. The DNR’s Forest Resilience Division is seeking motivated individuals to join the Federal Lands Section – a team of expert restoration specialists focused on project implementation across U.S. Forest Service and Bureau of Land Management lands throughout Washington.

This Northeast District Manager position serves as a senior-level program planner and the principle lead for executing the department’s GNA agreements within the Federal Lands Northeast District. Primary responsibilities include developing and overseeing biennial work plans to meet designated targets, leading and coordinating with partners who help implement these plans from project inception to completion, and providing critical strategic leadership. This position acts as a subject matter expert in the application of federal authorities under which the Federal Lands Section operates at the district and local level. Work includes overseeing the program’s commercial and non-commercial projects (including timber sale, fuel reduction, aquatic and terrestrial habitat, and road improvement work), under the supervision and guidance of the Operations Program Manager.  

As part of this Division, you will work alongside talented professional planners, scientists, and implementers providing service to state, private, and federal partners, aimed at increasing the resilience and health of Washington’s forests. You will be part of a skilled team of specialists focused on increasing the pace and scale of federal restoration work. Through extensive use of the Good Neighbor Authority, the Federal Lands Section works in coordination with department staff, federal agencies, and other state and local partners to plan and effectively implement projects that bolster critical restoration needs.

Duties

Responsibilities:

  • Plan and coordinate with federal partners to develop and execute a broad and complex series of restoration activities that meet multiple state and federal objectives, to achieve both short- and long-term goals.
  • Provide leadership and mentorship to a team of professional employees, to achieve program objectives and to promote professional development opportunities for staff.
  • Develop, review, and execute GNA agreements and contracts within the Federal Lands Northeast District.
  • Coordinate project layout, contracting, and compliance activities within the assigned district, and support staff in contract administration and layout as needed.
  • Serve as the Federal Lands Section’s primary contact at the local level for coordination with federal, state, and local partners, including the Colville National Forest, DNR’s region and division forest health staff, and other external stakeholders, partners, and contractors.
  • Develop and track project-level budget costs and estimates for review and approval.
  • Keep abreast of emerging forest restoration strategies and issues as they pertain to the Operations Program’s effectiveness.
  • Assist other Federal Lands Section personnel with restoration projects statewide.

Qualifications

Required Qualifications: 

  • Bachelor’s degree (or greater) in Forestry, Natural Resources, or related field;
    AND 5 years of professional experience in natural resource, biological sciences, land use, urban, environmental planning and/or management to include experience in:
    • Application of theory and principles of Good Neighbor Authority.
    • Applying theory, policy, principles, and practices of the forestry profession, preferably in the Northwestern United States (all aspects of commercial harvest operations, contract design and administrations service contract operations, program planning including staffing resource and financial management principles, application of procedures and policies).
    • Interstate and interagency coordination and consultation on natural resource related policy and environmental planning.
             OR an equivalent combination of education and/or experience.

  • Demonstrated commitment to fostering and supporting an environment that honors diversity, equity and inclusion and environmental justice practices.
  • Perform assigned duties in a manner consistent with applicable laws, regulations and public records retention and requests are followed.
  • Demonstrated history of positive, responsive, cooperative, collaborative interaction with the public and other professionals (both inter-organizational and interdisciplinary).
  • Knowledge of planning principles associated with forest land management planning, planning and stewardship techniques, associated environmental laws, policies and programs at the state and federal level.

Special Requirements and Conditions of Employment:
  • Work is performed in a mixture of office/home office locations or field environments. Field work may require walking over steep and rugged terrain and in inclement weather. While in this position, the employee must be able to report to the Colville National Forest by the start of regularly assigned business hours.
  • Position requires travel for meetings and field visits. This requires travel to regions, national forests, and other locations statewide. Interstate travel may be required at times.
  • A valid unrestricted driver’s license and have two years of driving experience. This position requires driving as an essential function. Finalists and/or interview candidates will be asked to provide a driving record from all states in which they have held a license during the past three years. 
Desired Qualifications:
  • Master’s degree (or greater) in Forestry, Natural Resources, or related field
    AND Four years of professional experience in natural resource, biological sciences, land use, urban, environmental planning and/or management within the Pacific Northwest.
  • Advanced knowledge of GNA and 3+ years of experience drafting and implementing projects under Supplemental Project Agreements including commercial harvest projects, non-commercial restoration projects such as aquatic organism passage and habitat design, hazardous fuels reduction, bridge design, transportation system maintenance, invasive species management, terrestrial wildlife habitat design, and any other restoration projects typically accomplished on federal, state, or private landscapes.
  • A Working Knowledge of:
    • Advanced environmental planning principles, techniques, current trends, environmental laws, policies and programs concerning all phases of Federal and State resource development;
    • Governmental administrative structure at the Federal, state, and local levels;
    • Current and historical environmental, social and other challenges affecting development of local, Federal and State environmental resource programs;
    • Current and historical NEPA process and requirements;
    • Methods and objectives of urban and natural resources planning.
  • Ability to:
    • Accept responsibility for assigned tasks and activities;
    • Coalesce and develop a broad array of independent work plans and long-range work plans, think conceptually, observe and interpret trends, analyze data, identify key relationships, and draw logical conclusions
    • Maintain an effective working relationships with stakeholders, agency partners, and other relevant groups engaged in federal land management.
    • Provide a consistent message and provide a positive attitude about the program’s development and program projects;
    • Interpret federal policy and procedures;
    • Frequently communicate with federal employees through their agency policies and procedures;
    • Address large groups and write effectively;
    • Work independently or as part of a team on assigned tasks
    • 2 or more years of supervisory experience.
  • A demonstrated knowledge of federal policies and procedures implemented under the USFS and other federal agencies, including the National Environmental Planning Act (NEPA), the Agricultural Act of 2014 (2014 U.S. Farm Bill), and other federal policies typically associated with implementation and planning of federal projects.

Insurance Benefits

Retirement and Deferred Compensation
State Employees are members of the Washington Public Employees' Retirement System (PERS).  New employees have the option of two employer contributed retirement programs.  For additional information, check out the Department of Retirement Systems' web site.

Employees also have the ability to participate in the Deferred Compensation Program (DCP).  This is a supplemental retirement savings program (similar to an IRA) that allows you control over the amount of pre-tax salary dollars you defer as well as the flexibility to choose between multiple investment options.

Social Security
All state employees are covered by the federal Social Security and Medicare systems. The state and the employee pay an equal amount into the system.

Public Service Loan Forgiveness
If you are employed by a government or not-for-profit organization, and meet the qualifying criteria, you may be eligible to receive student loan forgiveness under the Public Service Loan Forgiveness Program.

Holidays
Full-time and part-time employees are entitled to paid holidays and one paid personal holiday per calendar year.

Note: Employees who are members of certain Unions may be entitled to additional personal leave day(s), please refer to position specific Collective Bargaining Agreements for more information.

Full-time employees who work full monthly schedules qualify for holiday compensation if they are employed before the holiday and are in pay status for at least 80 nonovertime hours during the month of the holiday; or for the entire work shift preceding the holiday.

Part-time employees who are in pay status during the month of the holiday qualify for the holiday on a pro-rata basis. Compensation for holidays (including personal holiday) will be proportionate to the number of hours in pay status in the month to that required for full-time employment, excluding all holiday hours. Pay status includes hours worked and time on paid leave.

Sick Leave
Full-time employees earn eight hours of sick leave per month. Overtime eligible employees who are in pay status for less than 80 hours per month, earn a monthly proportionate to the number of hours in pay status, in the month to that required for full-time employment. Overtime exempt employees who are in pay status for less than 80 hours per month do not earn a monthly accrual of sick leave.

Sick leave accruals for part-time employees will be proportionate to the number of hours in pay status, in the month to that required for full-time employment. Pay status includes hours worked, time on paid leave and paid holiday.

Vacation (Annual Leave)
Full-time employees accrue vacation leave at the rates specified in WAC 357-31-165(1) or the applicable collective bargaining agreement (CBA). Full-time employees who are in pay status for less than 80 nonovertime hours in a month do not earn a monthly accrual of vacation leave.

Part-time employees accrue vacation leave hours in accordance with WAC 357-31-165(1) or the applicable collective bargaining agreement (CBA) on a pro rata basis. Vacation leave accrual will be proportionate to the number of hours in pay status, in the month to that required for full-time employment.

Pay status includes hours worked, time on paid leave and paid holiday.


As provided in WAC 357-58-175, an employer may authorize a lump-sum accrual of vacation leave or accelerate the vacation leave accrual rate to support the recruitment and/or retention of a candidate or employee for a Washington Management Service position. Vacation leave accrual rates may only be accelerated using the rates established WAC 357-31-165. 

Note: Most agencies follow the civil service rules covering leave and holidays for exempt employees even though there is no requirement for them to do so. However, agencies are required to adhere to the applicable RCWs pertaining holidays and leave.

Military Leave
Washington State supports members of the armed forces with 21 days paid military leave per year.

Bereavement Leave
Most employees whose family member or household member dies, are entitled to three (3) days of paid bereavement leave. In addition, the employer may approve other available leave types for the purpose of bereavement leave.
