The DNR’s Forest Resilience Division is seeking motivated individuals to join the Federal Lands Program – a team of expert restoration specialists focused on project implementation across National Forest Lands and Bureau of Land Management lands throughout Washington.

As part of this Division and Program, you will work alongside a talented cadre of professional planners, scientists, and implementers providing service to state, private, and federal partners to increase the resiliency and health of Washington’s forests and urban landscapes. In this position, you will be a part of a skilled team of specialists focused on increasing the pace and scale of federal restoration work, primarily on the Gifford Pinchot National Forest, while supporting other program staff statewide. Working independently and as a team, this position will work under the supervision and guidance of a Unit Restoration Specialist. You will complete a broad variety of tasks from commercial (timber sale) project presales and associated contract development and administration to aquatic and terrestrial habitat work, as well as forest road projects focused on reducing impacts on resources. Through extensive use of the Good Neighbor Authority, the Federal Lands Program works in coordination with department staff, federal partners, and other state and local partners to plan and effectively implement projects that bolster critical restoration needs in these forested landscapes.

Duties

Responsibilities:

  • Assist in the planning and implementation of commercial and non-commercial federal restoration projects as a Restoration Specialist within the Federal Lands Program.
  • Perform project layout, including unit boundary establishment, road design, timber marking, and cruising, according to program objectives and relevant state and federal laws.
  • Develop and review restoration project contracts and packets for advertisement and auction.
  • Perform compliance of commercial and non-commercial restoration projects while coordinating with state and federal partners.
  • Utilize other natural resource professionals’ expertise in planning management activities to help identify resource protection measures that may be required.
  • Review, interpret, and comply with federal design criteria from NEPA and other relevant state and federal law.
  • Perform work duties reliably and independently throughout the Gifford Pinchot National Forest and occasionally assist other Federal Lands Program personnel with restoration projects statewide.

Qualifications

Required Qualifications: 

  • Bachelor's Degree in Forestry or other applicable natural resources field;
    OR An equivalent combination of education and/or experience.
  • At least 1 year of demonstrated experience applying theory, policy, principles, and practices of the forestry profession (i.e., fundamentals of silviculture of northwest species, markets and economics, cruising methods, sales layout, logging methods, engineering, plant nutrition, propagation, weed control, reforestation, intensive forest practices, recreation, multiple use, inventory, water quality, watershed management, and basic principles of fisheries management.)
  • Demonstrated experience and competency in ArcGIS; and Microsoft Office Suite.

Special Requirements and Conditions of Employment:
  • The position will work remotely. The large majority (70%) of work is performed alone in isolated unimproved natural areas. Incumbent must be able to traverse uneven terrain in all weather conditions. Driving on unimproved forest roads is required with this position and long travel on highways or state routes. This position also may operate snow machines or other ATV-style equipment. Work is also conducted in an office setting where sitting or standing for prolonged periods of time may be required to accomplish work.
  • Position requires a large majority (75%) of time in the field traveling alone between project activities and duty station. Overnight stays are expected when working on restoration projects outside of Southwest Washington or at far distances from the position's duty station on the frequency of 1-3 nights per month, possibly more.
  • A valid unrestricted driver’s license and have two years of driving experience. This position requires driving as an essential function. Finalists and/or interview candidates will be asked to provide a driving record from all states in which they have held a license during the past three years. 
Desired Qualifications:
  • Experience: 
    • 1-2 years of demonstrated contract compliance experience in the form of timber sales, pre-commercial thinning, fuels management, or other projects typical of forest management activities.
    • Experience in logging road construction and design.
    • Prior experience implementing Good Neighbor Authority (GNA) projects.
  • A working Knowledge of:
    • Environmental planning principles, techniques, current trends, environmental laws, policies, and programs concerning all phases of State resource development.
    • Government administrative structure at local and State levels
    • Environmental, social, and other problems affecting the development of local and State environmental resource programs.
    • NEPA process and requirements.
    • Methods and objectives of urban and natural resources planning.
  • Ability to:
    • Accept responsibility for assigned tasks and activities.
    • Develop work plans, think conceptually, observe, and interpret trends, analyze data, identify key relationships, and draw logical conclusions.
    • Maintain effective working relationships with governmental officials.
    • Provide a consistent message and provide a positive attitude about the program’s development and program projects.
    • Interpret federal policy and procedures.
    • Frequently communicate with federal employees through their agency policies and procedures.
    • Address large groups and write effectively.
    • Work independently or as part of a team on assigned tasks.
  • A demonstrated knowledge of federal policies and procedures implemented under the USFS and other federal agencies, including the National Environmental Planning Act (NEPA), the Agricultural Act of 2014 (2014 U.S. Farm Bill), and other federal policies typically associated with the implantation and planning of federal projects.

Insurance Benefits

Retirement and Deferred Compensation
State Employees are members of the Washington Public Employees' Retirement System (PERS).  New employees have the option of two employer contributed retirement programs.  For additional information, check out the Department of Retirement Systems' web site.

Employees also have the ability to participate in the Deferred Compensation Program (DCP).  This is a supplemental retirement savings program (similar to an IRA) that allows you control over the amount of pre-tax salary dollars you defer as well as the flexibility to choose between multiple investment options.

Social Security
All state employees are covered by the federal Social Security and Medicare systems. The state and the employee pay an equal amount into the system.

Public Service Loan Forgiveness
If you are employed by a government or not-for-profit organization, and meet the qualifying criteria, you may be eligible to receive student loan forgiveness under the Public Service Loan Forgiveness Program.

Holidays
Full-time and part-time employees are entitled to paid holidays and one paid personal holiday per calendar year.

Note: Employees who are members of certain Unions may be entitled to additional personal leave day(s), please refer to position specific Collective Bargaining Agreements for more information.

Full-time employees who work full monthly schedules qualify for holiday compensation if they are employed before the holiday and are in pay status for at least 80 nonovertime hours during the month of the holiday; or for the entire work shift preceding the holiday.

Part-time employees who are in pay status during the month of the holiday qualify for the holiday on a pro-rata basis. Compensation for holidays (including personal holiday) will be proportionate to the number of hours in pay status in the month to that required for full-time employment, excluding all holiday hours. Pay status includes hours worked and time on paid leave.

Sick Leave
Full-time employees earn eight hours of sick leave per month. Overtime eligible employees who are in pay status for less than 80 hours per month, earn a monthly proportionate to the number of hours in pay status, in the month to that required for full-time employment. Overtime exempt employees who are in pay status for less than 80 hours per month do not earn a monthly accrual of sick leave.

Sick leave accruals for part-time employees will be proportionate to the number of hours in pay status, in the month to that required for full-time employment. Pay status includes hours worked, time on paid leave and paid holiday.

Vacation (Annual Leave)
Full-time employees accrue vacation leave at the rates specified in WAC 357-31-165(1) or the applicable collective bargaining agreement (CBA). Full-time employees who are in pay status for less than 80 nonovertime hours in a month do not earn a monthly accrual of vacation leave.

Part-time employees accrue vacation leave hours in accordance with WAC 357-31-165(1) or the applicable collective bargaining agreement (CBA) on a pro rata basis. Vacation leave accrual will be proportionate to the number of hours in pay status, in the month to that required for full-time employment.

Pay status includes hours worked, time on paid leave and paid holiday.


As provided in WAC 357-58-175, an employer may authorize a lump-sum accrual of vacation leave or accelerate the vacation leave accrual rate to support the recruitment and/or retention of a candidate or employee for a Washington Management Service position. Vacation leave accrual rates may only be accelerated using the rates established WAC 357-31-165. 

Note: Most agencies follow the civil service rules covering leave and holidays for exempt employees even though there is no requirement for them to do so. However, agencies are required to adhere to the applicable RCWs pertaining holidays and leave.

Military Leave
Washington State supports members of the armed forces with 21 days paid military leave per year.

Bereavement Leave
Most employees whose family member or household member dies, are entitled to three (3) days of paid bereavement leave. In addition, the employer may approve other available leave types for the purpose of bereavement leave.
