The Department of Natural Resources (DNR) Pacific Cascade Region is searching for a Dispatch Coordinator (Wildland Fire Program Coordinator 1). Pacific Cascade Region is a very active fire area and features areas of urban interface fuels, and remote access areas with multiple jurisdictions. This position reports to the region's Wildland Fire District Manager and works under the guidance of state regulations, agency policies and procedures, applicable collective bargaining agreements, and agency strategic plans. This position supports the mission and goals of the agency through the coordination of wildland fire mobilization, dispatching, regulation, contracting, interagency agreements, and negligent fire suppression cost recovery within the region.

The individual in this position will be responsible for implementing and maintaining the current fire planning guides such as systematic dispatch and the mobilization guide.
The successful candidate will also serve as the region expert for regulation and dispatching of resources including the use of Incident Resource Ordering Capability (IROC), WildCAD E, smoke management, burn permits, the Burn Portal, setting fire danger ratings, Industrial Fire Precaution Level (IFPL) ratings, maintaining fire SharePoint web page and other fire-related software programs.

Duties

Responsibilities:

  • Supervises the Pacific Cascade Region Communications Center staff to ensure effective year-round radio communications for all DNR programs and for emergency wildfire response and support during fire season.
  • Supervises, trains, and mentors staff to establish and maintain a cohesive, well-trained team that performs well under chaotic conditions that often develop during fire season.
  • Responsible for proactively working with fire protection districts to create and maintain forestland response agreements, radio use agreements, and other types of interagency agreements intended to facilitate effective procurement and/ or equitable sharing of wildland firefighting personnel and equipment to promote rapid initial response to wildfires on DNR protected lands.
  • Coordinates efforts with Wildfire Division, region staff, fire districts, and other governmental agencies to ensure the region Emergency Response Plan, Duty Officer Handbook and Fire Mobilization Guide are up to date and understood.
  • Coordinates IFPL and fire danger ratings with internal and external stakeholders.
  • Ensures that incidents are properly documented in WildCAD E and that fire packets are complete.
  • Ensures that staff are properly trained in the use of documentation, intelligence, and dispatching software (WIMS, Smoke Management, IROC, etc.
  • Coordinate Pacific Cascade Region Initial Incident Report (IIR) program.
  • In all tasks, consider the Risk Management Process, especially in high-pressure or fast-paced situations to ensure sound and timely decisions.

Qualifications

Required Qualifications: 

  • Combination of four or more successful years of progressively more responsible professional work in wildland fire suppression, wildland fire training, or a closely related field;
    OR An equivalent combination of education and/or experience.
  • One year of supervisory experience of two or more employees.
  • Possesses strong computer-supported skills, including the use of Word, Excel, and PowerPoint software.

Special Requirements and Conditions of Employment:
  • The position's assigned duty station is Pacific Cascade Region Headquarters (Toutle Work Center/Dispatch). The duties are primarily office-based, with opportunities to work in the field, but not required. The position is allowed to take fire assignments as qualified and able.
  • This position requires occasional travel within the assigned geographic unit and other parts of the Region to meet with employees, stakeholders, and the public. Occasional travel, including overnight stays, may be required for training and other reasons.
Desired Qualifications:
  • A bachelor’s degree in wildfire science, environmental science, or a closely related field and at least two years of professional work experience in one of these fields.
  • Pertinent experience with Washington state procurement and contracting laws and rules.
  • Current incident command system qualification at the NWCG Single Resource Boss, Unit Leader or higher.
  • Familiarity with current wildland firefighting approaches and challenges in the western United States.
  • Experience in a professional position that required creating, interpreting, and/or implementing agreements/contracts.
  • Experience in wildland fire regulation, including knowledge and experience with DNR's fire regulations (Chapter 76.04 RCW and Chapter 332 WAC). Or a strong understanding of how laws and administrative codes work.
  • Two or more years of experience in successfully supervising employees.

Insurance Benefits
Employees and their families are covered by medical (including vision), dental and basic life insurance. There are multiple medical plans with affordable monthly premiums that offer coverage throughout the state.

Retirement and Deferred Compensation
State Employees are members of the Washington Public Employees' Retirement System (PERS).  New employees have the option of two employer contributed retirement programs.  For additional information, check out the Department of Retirement Systems' web site.

Employees also have the ability to participate in the Deferred Compensation Program (DCP).  This is a supplemental retirement savings program (similar to an IRA) that allows you control over the amount of pre-tax salary dollars you defer as well as the flexibility to choose between multiple investment options.

Social Security
All state employees are covered by the federal Social Security and Medicare systems. The state and the employee pay an equal amount into the system.

Public Service Loan Forgiveness
If you are employed by a government or not-for-profit organization, and meet the qualifying criteria, you may be eligible to receive student loan forgiveness under the Public Service Loan Forgiveness Program.

Holidays
Full-time and part-time employees are entitled to paid holidays and one paid personal holiday per calendar year.

Note: Employees who are members of certain Unions may be entitled to additional personal leave day(s), please refer to position specific Collective Bargaining Agreements for more information.

Full-time employees who work full monthly schedules qualify for holiday compensation if they are employed before the holiday and are in pay status for at least 80 nonovertime hours during the month of the holiday; or for the entire work shift preceding the holiday.

Part-time employees who are in pay status during the month of the holiday qualify for the holiday on a pro-rata basis. Compensation for holidays (including personal holiday) will be proportionate to the number of hours in pay status in the month to that required for full-time employment, excluding all holiday hours. Pay status includes hours worked and time on paid leave.

Sick Leave
Full-time employees earn eight hours of sick leave per month. Overtime eligible employees who are in pay status for less than 80 hours per month, earn a monthly proportionate to the number of hours in pay status, in the month to that required for full-time employment. Overtime exempt employees who are in pay status for less than 80 hours per month do not earn a monthly accrual of sick leave.

Sick leave accruals for part-time employees will be proportionate to the number of hours in pay status, in the month to that required for full-time employment. Pay status includes hours worked, time on paid leave and paid holiday.

Vacation (Annual Leave)
Full-time employees accrue vacation leave at the rates specified in WAC 357-31-165(1) or the applicable collective bargaining agreement (CBA). Full-time employees who are in pay status for less than 80 nonovertime hours in a month do not earn a monthly accrual of vacation leave.

Part-time employees accrue vacation leave hours in accordance with WAC 357-31-165(1) or the applicable collective bargaining agreement (CBA) on a pro rata basis. Vacation leave accrual will be proportionate to the number of hours in pay status, in the month to that required for full-time employment.

Pay status includes hours worked, time on paid leave and paid holiday.


As provided in WAC 357-58-175, an employer may authorize a lump-sum accrual of vacation leave or accelerate the vacation leave accrual rate to support the recruitment and/or retention of a candidate or employee for a Washington Management Service position. Vacation leave accrual rates may only be accelerated using the rates established WAC 357-31-165. 

Note: Most agencies follow the civil service rules covering leave and holidays for exempt employees even though there is no requirement for them to do so. However, agencies are required to adhere to the applicable RCWs pertaining holidays and leave.

Military Leave
Washington State supports members of the armed forces with 21 days paid military leave per year.

Bereavement Leave
Most employees whose family member or household member dies, are entitled to three (3) days of paid bereavement leave. In addition, the employer may approve other available leave types for the purpose of bereavement leave.
