We are looking for a highly qualified and motivated person who is looking for a challenge to serve as a District Manager within the Aquatic Resources Division at the Department of Natural Resources (DNR). The Aquatic Resources Division manages 2.6 million acres of state-owned aquatic lands so that people, orcas, and salmon can thrive, businesses and eelgrass meadows can grow, and public access to the water is available in perpetuity. The District Manager position is integral to managing those aquatic lands successfully. This is a dynamic opportunity for a professional with expertise in natural resource management and an interest in contributing to the Division’s mission to ensure the protection of habitat and to foster public access and water-dependent activities now and for future generations.

The District Manager will ensure that the management of state-owned aquatic lands in the Shoreline District is executed sustainably, ensuring environmental protection of aquatic lands. The core of the District Manager’s job is to work with staff, businesses, and the public to develop and manage authorizations for the use of state-owned aquatic land. Across Washington, there are over 5,000 such authorizations. The area you and your staff cover includes South Puget Sound, which has a variety of uses ranging from very urban to rural.  The area includes the Pierce and Mason counties, South Kitsap County, and the marine portion of Thurston County.

Duties

Responsibilities:

  • Supervising a staff of 4 area land managers and one land technician, who develop and manage DNR agreements such as leases, easements, and licenses on state-owned aquatic lands, while ensuring aquatic resources are being protected.
  • Setting expectations, providing feedback, prioritizing workload, and coaching staff.
  • Ensuring that the team achieves the DNR vision and mission, and does so consistent with the DNR values and core competencies.
  • Managing and negotiating some of the more complex (commercial) agreements in the South Sound area
  • Ensure the proper use of state-owned aquatic lands by reviewing all leases, easements, and license documents generated by staff.
  • Applying your creativity, diligence, problem-solving abilities, and critical decision-making skills to be successful.
  • Paying attention to details, while keeping in mind the big picture.
  • Working with your counterpart for King County, all the other District Managers in the State, and staff in our headquarters in Olympia.

Qualifications

Required Qualifications: 

  • A Bachelor’s degree in natural resource management, forestry, geography, marine science, environmental science, other science, land use or environmental planning, public policy, engineering, real estate, business, or other relevant field.
    OR combination of experience and/or education.
  • Two years of related professional work experience in one of the aforementioned specialties.
  • Supervisory experience of professional staff including hiring, setting expectations, training, providing feedback, and coaching.
  • Knowledge of contracts, business or property management.
  • Experience interpreting and implementing guidelines, regulations, and laws.
  • Experience negotiating contentious issues in a respectful, responsive and informed manner.
  • Proficient with the Microsoft suite of computer programs (Word, Excel, Outlook, and PowerPoint).

Special Requirements and Conditions of Employment:
  • The position's assigned duty station is either the Tacoma Work Center or the Natural Resources Building in Olympia. 90% of work is performed in an office or meeting setting. Field visits (10% of work) involve transport by motor vehicle or small boat and include working on or around flowing water (rivers) and marine waters. Foot travel over rough terrain is occasionally required. While in field settings, the position may come into occasional contact with motor fuels and lubricants, herbicides, or creosote.
  • Frequent travel will be required for short periods of time and occasionally may require overnight stays away from home, typically not more than one night per month.
  • A valid unrestricted driver’s license and have two years of driving experience. This position requires driving as an essential function. Finalists and/or interview candidates will be asked to provide a driving record from all states in which they have held a license during the past three years. 
Desired Qualifications:
  • Three years of supervisory experience of professional staff.
  • Experience working with natural resource management/environmental protection issues.
  • Experience with contracts, real estate management (including commercial real estate practices, appraisal, and lease/contract management), and development.
  • Experience working with governments at the local, state, tribal, and/or federal levels.
  • Demonstrated ability to provide good customer service.
  • Excellent verbal and written communication skills.
  • Effective relationship- and team-building skills.
  • Excellent prioritization skills.
  • Knowledge of Puget Sound (Pacific Northwest) riverine, estuarine, and marine nearshore ecosystem processes and habitats.
  • Experience operating small motorboats.
  • A natural curiosity – someone who appreciates the how and the why, and who embraces new challenges and new technologies.

Insurance Benefits

Retirement and Deferred Compensation
State Employees are members of the Washington Public Employees' Retirement System (PERS).  New employees have the option of two employer contributed retirement programs.  For additional information, check out the Department of Retirement Systems' web site.

Employees also have the ability to participate in the Deferred Compensation Program (DCP).  This is a supplemental retirement savings program (similar to an IRA) that allows you control over the amount of pre-tax salary dollars you defer as well as the flexibility to choose between multiple investment options.

Social Security
All state employees are covered by the federal Social Security and Medicare systems. The state and the employee pay an equal amount into the system.

Public Service Loan Forgiveness
If you are employed by a government or not-for-profit organization, and meet the qualifying criteria, you may be eligible to receive student loan forgiveness under the Public Service Loan Forgiveness Program.

Holidays
Full-time and part-time employees are entitled to paid holidays and one paid personal holiday per calendar year.

Note: Employees who are members of certain Unions may be entitled to additional personal leave day(s), please refer to position specific Collective Bargaining Agreements for more information.

Full-time employees who work full monthly schedules qualify for holiday compensation if they are employed before the holiday and are in pay status for at least 80 nonovertime hours during the month of the holiday; or for the entire work shift preceding the holiday.

Part-time employees who are in pay status during the month of the holiday qualify for the holiday on a pro-rata basis. Compensation for holidays (including personal holiday) will be proportionate to the number of hours in pay status in the month to that required for full-time employment, excluding all holiday hours. Pay status includes hours worked and time on paid leave.

Sick Leave
Full-time employees earn eight hours of sick leave per month. Overtime eligible employees who are in pay status for less than 80 hours per month, earn a monthly proportionate to the number of hours in pay status, in the month to that required for full-time employment. Overtime exempt employees who are in pay status for less than 80 hours per month do not earn a monthly accrual of sick leave.

Sick leave accruals for part-time employees will be proportionate to the number of hours in pay status, in the month to that required for full-time employment. Pay status includes hours worked, time on paid leave and paid holiday.

Vacation (Annual Leave)
Full-time employees accrue vacation leave at the rates specified in WAC 357-31-165(1) or the applicable collective bargaining agreement (CBA). Full-time employees who are in pay status for less than 80 nonovertime hours in a month do not earn a monthly accrual of vacation leave.

Part-time employees accrue vacation leave hours in accordance with WAC 357-31-165(1) or the applicable collective bargaining agreement (CBA) on a pro rata basis. Vacation leave accrual will be proportionate to the number of hours in pay status, in the month to that required for full-time employment.

Pay status includes hours worked, time on paid leave and paid holiday.


As provided in WAC 357-58-175, an employer may authorize a lump-sum accrual of vacation leave or accelerate the vacation leave accrual rate to support the recruitment and/or retention of a candidate or employee for a Washington Management Service position. Vacation leave accrual rates may only be accelerated using the rates established WAC 357-31-165. 

Note: Most agencies follow the civil service rules covering leave and holidays for exempt employees even though there is no requirement for them to do so. However, agencies are required to adhere to the applicable RCWs pertaining holidays and leave.

Military Leave
Washington State supports members of the armed forces with 21 days paid military leave per year.

Bereavement Leave
Most employees whose family member or household member dies, are entitled to three (3) days of paid bereavement leave. In addition, the employer may approve other available leave types for the purpose of bereavement leave.
