The Starbird Unit Forester position provides professional-level forestry expertise on DNR uplands managed for current and future citizens for the state to 1) sustain long-term ecosystem and economic viability; and 2) ensure long-term access to the forest lands and the benefits derived from them. This position helps the Northwest region achieve its mission through strong leadership, thoughtful decision-making, and excellent planning.
The primary duties and responsibilities of this position include:
  • Oversees the implementation of the layout of various types of timber sales, and silvicultural treatments, and collaborates with recreation projects including reconnaissance, stream typing, identifying areas needing special protection, developing logging plans, marking and traversing sale boundaries, identifying and traversing road locations, marking leave trees, and completing SEPA’s, FPA’s, timber sale related maps, and other presales documents.
  • Develops and maintains a dynamic 5-year forest management plan for assigned geographic area.
  • Develops silvicultural rotational prescriptions, timber sale schedules, and work priorities for staff.
  • Ensures proper monitoring and compliance with the HCP, forest practice rules, and all policies and procedures in the Forest Resource Plan.

Duties

Responsibilities:
Planning:
Perform as the project manager for the development and maintenance of a dynamic 5-year forest management plan for timber harvest and silviculture activities in the unit.  This plan complies with all applicable policies, procedures, and laws. This Forest Management Plan may contain the following that the incumbent is responsible for:

  • 5-year harvest schedule of specific timber harvest plans (timber sales).
  • Environmental assessment for individual timber sales and future silviculture activities.
  • Maintaining and growing critical habitats.
  • Economic assessment for individual timber sales and future silviculture activities, considering cash flow (budget) and internal rate of return of investments.
  • Documented strategy timeline for each timber sale in the planning cycle.
  • Silviculture prescriptions with various model runs to optimize the revenue/biological/landscape objectives.
  • Financial plan components must be prioritized to ensure dollars invested are evaluated critically to ensure sustainable yield of timber resources. Further, the range of project alternatives must be weighed so finite budgets are optimized for the highest potential rate of return, consistent with legal obligations.
  • Social/Political assessment for individual timber sales and future silviculture activities.
  • Legal access and property line evaluation ensures impacts to neighboring landowners and stakeholders are documented and issues are resolved.
  • Schedule of activities and treatments to meet silvicultural goals, objectives, and legal requirements.
Plan Implementation:
Perform as the project manager in the implementation of the dynamic 5-year forest management plan for the unit.  This involves organizing, monitoring, and evaluating the work of region/ division staff below, and making any necessary program/plan adjustments.
For Timber Sale Design and Layout, this position coordinates with Region and Division staff in the following areas:
  • Right-of-Way staff to ensure legal access to the project areas,
  • Partnering with companies that share easement and/or road use to ensure agreements are adhered to,
  • Title and Records staff for records on the legal status of the project areas,
  • Survey staff to ensure completion of surveys,
  • Earth Sciences staff for geological assessments,
  • HCP biologist for maintaining habitat, legacies, and other protections for wildlife,
  • Cultural Resources staff for completion of assessments,
  • Product sales staff for completion of timber cruise and appraisal,
  • Region and/or District Engineers to ensure Unit/District, transportation plans are being implemented as designed; and Engineering staff for completion of road plans,
  • Public Use and Recreation staff for public access assessments,
  • And other programs and specialist staff as needed.
Land Management:
  • Prepares and/or reviews legal documents (SEPA, Forest Practice Applications, and timber sale contracts) and other internal agency documents for various activities for accuracy and quality prior to forwarding to the district manager.  
  • Ensures necessary documents for billings, inspection reports, road construction compliance, and other associated documents adhere to contract specifications.  Grants necessary approval as required by the contract.  
  • Analyzes proposed contract changes and makes recommendations to the District Manager. Recommends and takes corrective action to contract violations as authorized by supervisor and/or Region Manager.  
  • Ensures log and load accountability and quality.
  • Implements public use policy within the Unit as approved or directed by the department in cooperation with the public use forester.  Identifies and reports illegal activities on state lands (trespass, vandalism, theft, etc.). Follows through with appropriate action and documentation. Assists with the Division to resolve priority trespass issues. Utilizes appropriate law enforcement and department personnel to protect Trust assets, curbs illegal activities, and maintain the safety of staff and the public.
  • Documents trespass and pursues appropriate avenues to mitigate. Trespasses may include but are not limited to, rights of way and timber.  
Public/Stakeholder Collaboration (Stakeholder Outreach)
  • Develops and fosters collaborative partnerships with diverse internal and external stakeholders to find creative and innovative solutions.  
  • Represents the Department’s interests when interacting with private operators, purchasers, businesses, governmental officials, and the public where there is involvement in sensitive, complex issues in the Unit.  
  • Acts as the Department’s representative in reacting to constituent or business partner inquiries.

Qualifications

Required Qualifications: 

  • Experience in applying theory, policy, principles, and practices of the forestry profession as applied to the Northwestern United States (i.e., fundamentals of silviculture of Northwest species, markets and economics, cruising methods, sales layout, logging methods, engineering, plant nutrition, propagation and weed control, reforestation and intensive forest practices, recreation, multiple use, inventory, water quality, watershed management and basic principles of fisheries management.).
  • Professional experience in the application of forest management objectives and timber management planning.
  • Experience preparing and/or managing timber sales contracts.
  • Experience with ground and cable logging systems, and forest road construction.
  • Experience with, and understanding of, Forest Practices rules, natural resources law, and practices.
  • Experience with computer applications such as Microsoft Word and Excel.
  • Experience with GPS technology and GIS mapping products.
  • A bachelor’s degree in forestry or related field and two years of professional forestry experience.
    OR an equivalent combination of education and/or experience.

Special Requirements and Conditions of Employment:
  • Must be at least 18 years of age at the time of hire.
  • Ability to obtain and maintain a WSDA Pesticide Applicators License
  • Office 50%, Field 50%. Fieldwork involves driving forest roads of a variety of conditions; working alone in remote areas, and working in all inclement weather conditions across a variety of steep and rugged terrain. Incumbent must be able to traverse uneven terrain in all weather conditions.
  • Travel may be required periodically as a function of this position.
  • A valid unrestricted driver’s license and have two years of driving experience. This position requires driving as an essential function. Finalists and/or interview candidates will be asked to provide a driving record from all states in which they have held a license during the past three years. 
Desired Qualifications:
  • Bachelor’s degree in forest management, forest operations, or silviculture specific to forestry in the Northwest USA.
  • Three years of professional forestry experience.
  • Experience practicing forestry and silviculture tasks involved in the management of State trust lands.
  • Supervisory experience of at least 6 months which demonstrates an ability to promote team building skills, assign work, coach, and evaluate the work product of other staff.
  • Experience with timber marketing and financial appraisals.
  • Knowledge of employment rules and regulations as they apply to DNR employees.
  • Experience with forest growth and yield simulators.
  • Knowledge of the Incident Command System.
  • Experience with Employee recruitment and selection.
  • Experience with employee performance feedback, coaching, training, motivation, and employee development planning including corrective action tools and strategies.
  • Expert-level knowledge of the HCP, Forest Practice Rules, and Policy for Sustainable Forests.

Insurance Benefits

Retirement and Deferred Compensation
State Employees are members of the Washington Public Employees' Retirement System (PERS).  New employees have the option of two employer contributed retirement programs.  For additional information, check out the Department of Retirement Systems' web site.

Employees also have the ability to participate in the Deferred Compensation Program (DCP).  This is a supplemental retirement savings program (similar to an IRA) that allows you control over the amount of pre-tax salary dollars you defer as well as the flexibility to choose between multiple investment options.

Social Security
All state employees are covered by the federal Social Security and Medicare systems. The state and the employee pay an equal amount into the system.

Public Service Loan Forgiveness
If you are employed by a government or not-for-profit organization, and meet the qualifying criteria, you may be eligible to receive student loan forgiveness under the Public Service Loan Forgiveness Program.

Holidays
Full-time and part-time employees are entitled to paid holidays and one paid personal holiday per calendar year.

Note: Employees who are members of certain Unions may be entitled to additional personal leave day(s), please refer to position specific Collective Bargaining Agreements for more information.

Full-time employees who work full monthly schedules qualify for holiday compensation if they are employed before the holiday and are in pay status for at least 80 nonovertime hours during the month of the holiday; or for the entire work shift preceding the holiday.

Part-time employees who are in pay status during the month of the holiday qualify for the holiday on a pro-rata basis. Compensation for holidays (including personal holiday) will be proportionate to the number of hours in pay status in the month to that required for full-time employment, excluding all holiday hours. Pay status includes hours worked and time on paid leave.

Sick Leave
Full-time employees earn eight hours of sick leave per month. Overtime eligible employees who are in pay status for less than 80 hours per month, earn a monthly proportionate to the number of hours in pay status, in the month to that required for full-time employment. Overtime exempt employees who are in pay status for less than 80 hours per month do not earn a monthly accrual of sick leave.

Sick leave accruals for part-time employees will be proportionate to the number of hours in pay status, in the month to that required for full-time employment. Pay status includes hours worked, time on paid leave and paid holiday.

Vacation (Annual Leave)
Full-time employees accrue vacation leave at the rates specified in WAC 357-31-165(1) or the applicable collective bargaining agreement (CBA). Full-time employees who are in pay status for less than 80 nonovertime hours in a month do not earn a monthly accrual of vacation leave.

Part-time employees accrue vacation leave hours in accordance with WAC 357-31-165(1) or the applicable collective bargaining agreement (CBA) on a pro rata basis. Vacation leave accrual will be proportionate to the number of hours in pay status, in the month to that required for full-time employment.

Pay status includes hours worked, time on paid leave and paid holiday.


As provided in WAC 357-58-175, an employer may authorize a lump-sum accrual of vacation leave or accelerate the vacation leave accrual rate to support the recruitment and/or retention of a candidate or employee for a Washington Management Service position. Vacation leave accrual rates may only be accelerated using the rates established WAC 357-31-165. 

Note: Most agencies follow the civil service rules covering leave and holidays for exempt employees even though there is no requirement for them to do so. However, agencies are required to adhere to the applicable RCWs pertaining holidays and leave.

Military Leave
Washington State supports members of the armed forces with 21 days paid military leave per year.

Bereavement Leave
Most employees whose family member or household member dies, are entitled to three (3) days of paid bereavement leave. In addition, the employer may approve other available leave types for the purpose of bereavement leave.
