DNR’s Northeast Region is searching for a Forest Health Scientist (Natural Resource Scientist 3) with knowledge and experience in forest entomology and pathology. We are looking for an individual who is a proven team player, has experience in forestry, forest insects, and diseases, and displays an effective form of leadership to deliver program goals to Service Forestry staff, state land managers, and private landowners.

As part of the DNR’s Service Forestry program, this position provides technical assistance, guidance, and education to private landowners, DNR foresters, and agency partners. As a Forest Health Scientist, you will be responsible for assessing forest conditions and forest health, independently planning and implementing forest health research projects, and providing forest health technical assistance, information, and recommendations. Other responsibilities include participating in public education events, writing forest health technical articles, collaborating with agency scientists, partner agencies, and universities, and serving as a member of state and federal Aerial Detection Survey programs.

The ideal candidate will have a strong interest in seeking out new opportunities to assess emerging forest pest issues and new forest health management technologies. They will be dedicated to staying informed of the most current forest insect and disease research, learning new skills, and expanding their professional knowledge by maintaining close contact with Forest Health Program scientists in Olympia and forest health professionals in other agencies throughout the surrounding region.

To be successful in this position you not only need an understanding of forest health issues, but you also need to showcase outstanding customer service skills. This position will consistently represent the agency when speaking to landowners and the general public and will have to be able to adapt to their audiences.

Duties

Responsibilities:

  • Under the direction of the Service Forestry District Manager, serves as entomologist and pathologist for the eastern portion of Washington state.
  • Serves as project leader for eastern Washington state insect and disease monitoring efforts.
  • Propose, plan, and implement forest health monitoring research projects.
  • Publish or present results of monitoring studies and research projects in various formats.
  • Develop and provide forest health-related land management technical assistance, information, and recommendations.
  • Provide education and training for state and private forest lands and the public in cooperation with the forest landowner assistance efforts of federal, state, and local agencies and private organizations.
  • Identify forest insects and pathogens and execute forest health site consultations for public and private landowners and communities, improving their understanding of the ecological relationships affecting these insects and diseases, and providing them with state-of-the-art techniques and management options to achieve desired objectives.
  • Seek opportunities for research collaboration with other DNR scientists, partner agencies, and universities, as well as funding sources.
  • Serve as a technical and professional resource for educational programs.
  • Write grant proposals and perform novel research projects in collaboration with federal, tribal, state, and university entities to enhance knowledge and ability to manage forest health issues in the eastern regions of Washington state.
  • Serve as an essential member of the federal and state Aerial Detection Survey project via assistance with testing new technology and development of improved methods of aerial survey.
  • Maintain close contact and coordination with Forest Resilience Division staff, in addition to other federal, state, and Canadian forest health professionals in the surrounding region.

Qualifications

Required Qualifications: 

  • Bachelor of Science degree with major study in forestry AND three years of professional research work with major emphasis in forest entomology, forest pathology, forest protection, or forest health.
  • Experience with the signs, symptoms, risk factors, and management techniques for tree-killing bark beetles and forest pests of eastern Washington.
  • Ability to apply knowledge of forest insects and diseases and use standard forest mensuration techniques to assess forest conditions and determine the subsequent risk of insect and disease activity.
  • Experience in forest management, silviculture, and forestry practices.
  • Experience using MS Office computer programs.
  • Experience providing forestry education.
  • Experience scheduling and facilitating meetings with diverse stakeholders.
  • Must be able to communicate both verbally and in writing with other employees, professional foresters, and the general public regarding forest health conditions and forest management options and techniques to address them.

Special Requirements and Conditions of Employment:
  • Ability to obtain a valid Washington State Public Operator Pesticide License within six months of employment and have adequate continuing education and coursework to maintain a license.
  • The work setting is approximately 50% field and 50% office. The incumbent is expected to traverse uneven terrain in all types of weather conditions.
  • Requires a significant amount of time in the field traveling alone between program activities and work center.
  • A valid unrestricted driver’s license and have two years of driving experience. This position requires driving as an essential function. Finalists and/or interview candidates will be asked to provide a driving record from all states in which they have held a license during the past three years. 
Desired Qualifications:
  • Master’s Degree in a natural resource field with a major emphasis in forest entomology, forest pathology, forest protection, or forest health.
  • Experience regarding government operations.
  • Ability to learn and communicate using DNR's computer communication and FRIS inventory system.
  • Familiarity with FVS (forest growth modeling program) and SVS (Stand Visualization System).
  • Familiarity with ArcGIS software and GPS hardware.
  • Ability to develop and apply forest insect and disease risk models to standard forest inventories.
  • Understanding how the soil and plant communities vary in Northeastern Washington and contribute to tree health.

Insurance Benefits

Retirement and Deferred Compensation
State Employees are members of the Washington Public Employees' Retirement System (PERS).  New employees have the option of two employer contributed retirement programs.  For additional information, check out the Department of Retirement Systems' web site.

Employees also have the ability to participate in the Deferred Compensation Program (DCP).  This is a supplemental retirement savings program (similar to an IRA) that allows you control over the amount of pre-tax salary dollars you defer as well as the flexibility to choose between multiple investment options.

Social Security
All state employees are covered by the federal Social Security and Medicare systems. The state and the employee pay an equal amount into the system.

Public Service Loan Forgiveness
If you are employed by a government or not-for-profit organization, and meet the qualifying criteria, you may be eligible to receive student loan forgiveness under the Public Service Loan Forgiveness Program.

Holidays
Full-time and part-time employees are entitled to paid holidays and one paid personal holiday per calendar year.

Note: Employees who are members of certain Unions may be entitled to additional personal leave day(s), please refer to position specific Collective Bargaining Agreements for more information.

Full-time employees who work full monthly schedules qualify for holiday compensation if they are employed before the holiday and are in pay status for at least 80 nonovertime hours during the month of the holiday; or for the entire work shift preceding the holiday.

Part-time employees who are in pay status during the month of the holiday qualify for the holiday on a pro-rata basis. Compensation for holidays (including personal holiday) will be proportionate to the number of hours in pay status in the month to that required for full-time employment, excluding all holiday hours. Pay status includes hours worked and time on paid leave.

Sick Leave
Full-time employees earn eight hours of sick leave per month. Overtime eligible employees who are in pay status for less than 80 hours per month, earn a monthly proportionate to the number of hours in pay status, in the month to that required for full-time employment. Overtime exempt employees who are in pay status for less than 80 hours per month do not earn a monthly accrual of sick leave.

Sick leave accruals for part-time employees will be proportionate to the number of hours in pay status, in the month to that required for full-time employment. Pay status includes hours worked, time on paid leave and paid holiday.

Vacation (Annual Leave)
Full-time employees accrue vacation leave at the rates specified in WAC 357-31-165(1) or the applicable collective bargaining agreement (CBA). Full-time employees who are in pay status for less than 80 nonovertime hours in a month do not earn a monthly accrual of vacation leave.

Part-time employees accrue vacation leave hours in accordance with WAC 357-31-165(1) or the applicable collective bargaining agreement (CBA) on a pro rata basis. Vacation leave accrual will be proportionate to the number of hours in pay status, in the month to that required for full-time employment.

Pay status includes hours worked, time on paid leave and paid holiday.


As provided in WAC 357-58-175, an employer may authorize a lump-sum accrual of vacation leave or accelerate the vacation leave accrual rate to support the recruitment and/or retention of a candidate or employee for a Washington Management Service position. Vacation leave accrual rates may only be accelerated using the rates established WAC 357-31-165. 

Note: Most agencies follow the civil service rules covering leave and holidays for exempt employees even though there is no requirement for them to do so. However, agencies are required to adhere to the applicable RCWs pertaining holidays and leave.

Military Leave
Washington State supports members of the armed forces with 21 days paid military leave per year.

Bereavement Leave
Most employees whose family member or household member dies, are entitled to three (3) days of paid bereavement leave. In addition, the employer may approve other available leave types for the purpose of bereavement leave.
