CLARKSBURG High School
Weekly Message 1/16/22
A message from Principal Edward Owusu
Clarksburg High School Students, Staff, and Families,
The award winning painting by Clarksburg 12th grade student Aminata Thienta, displayed in the Main Office, is a great example of the talent, resilience and optimism of our students and community. The painting is that of young students playing hopscotch outside. Please keep that optimistic feeling moving forward as we hop into this week.
It's a new week and it begins with the Martin Luther King Jr. Holiday on Monday. Across the United States and in Montgomery County this day is considered a Day of Service. At CHS students were provided with Advisory lessons about MLK Day and service activities. While weather may dampen some plans, I do hope students are able to either complete a service activity (See SSL Link HERE) or reflect on how they themselves can continue to live out the message of service left by Dr. King as well as our own motto of Be Good. Do Good.
Schools across MCPS are addressing ways to continue instruction for students in quarantine and new this past week, schools will be working on a case-by-case level to address and provide quarantine instruction for students that are not in quarantine but have concerns about COVID-19. The CHS instructional leadership team will meet this week and discuss a plan of action.
Please continue to use this FORM to report positive COVID-19 cases in students or staff. Any student who tests positive MUST isolate for 10 days (regardless of vaccination status or symptoms). Please view the isolation and quarantine calculator to determine return to school date.
Please check our school calendar for many events this week. There have been several changes to our athletics calendar. One overall change that will continue this week is the decision to pause spectators at all athletic events. This decision will be reassessed later this January.
In this newsletter you will find information about the January SMOB Update, MCPS systemwide messages, Information about closings or delays, Seal of Biliteracy, Winter Sports, Clothing Recycling, college and university visits to CHS, and more.
As always, thank you for your continued support and trust. And remember, together we are Clarksburg!

SIX THINGS TO KNOW - 1/13/22
Dear MCPS Community,
Here are six things you need to know for Thursday, Jan. 13, 2022. Included below is a recap from the Jan. 12 MCPS Community Conversation, key factors considered for any individual school to move to temporary virtual learning, information about students’ masks, take-home rapid COVID-19 testing kits, and more.
- MCPS Community Conversations Address Overarching Community Questions
School district leadership and county leaders participated in a live online community conversation on Jan. 12 that can be viewed here. Elected officials and school system leaders answered questions on school health and safety protocols, coronavirus testing, and guidance for transitioning to virtual learning.
Following the community conversation, the dialogue continued with students live on Instagram, in a discussion between Student Member of the Board Hana O’Looney. Watch here. - Possible Future Transitions to Virtual Learning
To determine if any individual schools will transition to virtual learning in the future, MCPS will be looking at trends in: staff absences; unfilled substitute teacher requests; student absences; unserved bus routes; and positive case rates for students and staff over a 10-day period. See a visual example of these key factors. When a school is high in multiple areas as compared with other schools, MCPS will confer with the Department of Health and Human Services and then convene a team including central office representatives, the school’s principal, staff representatives, and parent leaders at the school. This team will make a recommendation to the Superintendent’s Cabinet.
If an individual school is determined to transition to virtual learning, notification to staff, students and community will occur on the website, through email, Connect-ED, and school-based social media, if it exists. The entire process of decision-making, notification and transition will take no longer than two business days, and parents will be notified at least one day in advance of a school transitioning to virtual learning for 10 calendar days. - Plans for Students to Access Instruction Virtually
During the Board of Education meeting on Jan. 13, MCPS staff presented instructional plans for any students not in school due to isolation and quarantine. Watch that presentation here.
At the Elementary Level (Beginning Jan. 18):- Students at home can access on-demand video screencast recordings of class through their MCPS Canvas portal (not through Zoom)
- Instruction will prioritize literacy and math
- There will not be interaction with teachers or high-stakes assignments
- This model will apply for any student in quarantine learning beginning Jan. 18
- Individual teachers are currently serving students in quarantine through either: Zooming students into their class for live streaming or meeting with them during a non-instructional period of the day
- KN95 Masks for Students
This week, all staff members at schools and central office locations received KN95 masks. KN95 masks for students were delivered to secondary schools. MCPS is procuring child-sized KN95 masks for younger students and those will begin to arrive at elementary schools next week. We strongly encourage students and staff to wear them when inside MCPS facilities, where masks continue to be required. - Take-Home Test Kits
Students and staff have received take-home rapid test kits. Parents are asked to help students administer these tests at home and to report whether their child has tested positive or negative using the MCPS COVID-19 Reporting Form. (You may also call your child’s school if you are not able to submit the information electronically.) All students and staff are strongly encouraged to use these kits and report all results, both positive and negative, by Friday, Jan. 14. Please also continue to report all positive test results for students and staff that come from tests not provided by the school system. Any student who tests positive will be required to isolate for 10 days from the date of the positive test, or 10 days from the onset of symptoms, whichever is earlier. Central office and non-school based staff also received masks and rapid test kits this week and are strongly encouraged to use these kits if showing any symptoms and to report positive test results. Tests for both students and staff will continue to be distributed over the coming weeks. - Bus Transportation Disruptions Decreasing
Since returning to school on Jan. 5, staffing shortages due to COVID-19 illness and vacant positions have caused disruptions and cancellation of multiple routes. Those numbers are trending downward, declining from a peak of over 100 routes affected to only 29 today, Jan. 13.
Staff in the MCPS Department of Transportation are continuing to recruit, hire and train bus drivers. The Department of Transportation continues to:- Communicate specific routes and affected schools by posting daily updates on this page.
- Prioritize routes that serve students with special needs.
- Continue to use available staff to drive multiple routes serving one school.

A message regarding the rise in COVID cases at CHS
We are taking concerns regarding the increase in COVID cases seriously, and I am in constant contact with MCPS officials to identify and implement increased mitigation measures. Please note that if your child has tested positive they should stay home. Here is a student health checklist to use to make that determination if your child has symptoms. Additionally, if your child is a close contact of someone that has tested positive my administrative team will call and email you a letter via Synergy. Additionally, I am writing to share the steps we are taking:
- Collaborating with the Department of Health and Human Services (DHHS) outbreak team, which is a group that will assist the school with contact tracing and communication.
- Pausing practices and games for any athletic team that has 3 or more cases.
Messages regarding duration of paused practices and competitions will be sent as they occur. - Suspension of all Afterschool Non Athletics Extracurricular Activities - The non-athletic extracurricular activity program (ECAs) will remain suspended from meeting after school until January 21, 2022.
The following virtual ECAs may continue through January 21, 2022:
- ECAs and co-curricular activities that meet during the school day may continue to meet in person.
- The afterschool non-athletic ECAs may continue to meet virtually through the MCPS Zoom platform and ECA staff creativity in scheduling is permitted to include meeting later in the afternoon or evening in collaboration with the school administration, ECA leadership, staff and students.
- During virtual engagement, all virtual experiences including guest speakers, field trips, and volunteers are allowed through the virtual platform.
The following are still permitted to meet in person:
- Fine arts instruction during the school day using the mitigation strategies.
- ECAs that meet during the school day
- CARES Tutoring, High School Plus, and Credit Recovery Programs
- Childcare providers
- PTA sponsored activities that function as child care each school day
- Programs that have agreements through ICB/CUPF under the “community use of buildings”
- Sharing additional DAILY announcements over the PA system and during Advisory regarding the importance of adhering to best mitigation practices (mask wearing, sanitizing, staying home when sick, and getting tested for COVID-19 as needed).

- Student schedules can be found in StudentVue and ParentVue.
There are several immediate ways you can help to stop the spread of COVID-19 at Clarksburg High School:
- Reinforce the importance of appropriately wearing masks to your children. As I shared with students previously, the consistent and proper wearing of masks is a mandatory requirement; this is not optional. Students who do not wear masks properly while in the building may be removed from the academic program and begin to lose other privileges, such as participation in extracurricular activities. Eating and drinking shall be limited in classrooms during classes (water shall be permitted). During the lunch period, students should spread out as much as possible and wear their masks once they are finished eating.
- If your child experiences any symptoms of COVID-19, do not send them to school. These symptoms include fever, cough, headache, and shortness of breath. Whether your child is vaccinated or unvaccinated, symptomatic individuals must remain home.
- Frequent testing is another important mitigation strategy. If your child experiences any of the symptoms listed above, please have them tested. In addition, please see below for information concerning on-site asymptomatic testing at Clarksburg High School. If you would like your child tested, please follow the directions below.
- All high school students are eligible for vaccinations. It is encouraged for all students to be vaccinated, barring any medical exemptions.
Please see the MCPS website for additional COVID-19 information. Finally, the Quarantine Decision Flowchart is a concise resource if you have any questions about the expectations and decisions around student quarantine.
On-Site Asymptomatic COVID Screening Test MCPS, in partnership with the Maryland Department of Health, is offering COVID-19 screening tests to students in all grades at no cost. Testing is one of the significant mitigation tactics MCPS will use this fall. The Centers for Disease Control and Prevention (CDC) recommends random asymptomatic COVID-19 testing because it detects and can limit the spread of the virus, even in the absence of visible symptoms. This individual screening test requires that families “opt-in” and consent for students to be tested. A random sample of students in these grades will be identified and tested on a weekly basis with parental consent. Fully vetted and authorized contractors, not MCPS staff, will administer the tests. The opt-in form is necessary to allow your child to be a part of this testing process and can be found here. All parents are strongly encouraged to complete this form to increase the effectiveness of the testing program overall and increase the safety for all students.
Thank you and please reach out to me if you have questions, comments, or concerns.

Seal of Biliteracy Testing at CHS
Dear Clarksburg Families and Caregivers,
Clarksburg High School will offer the Avant STAMP (Standards-Based Measurement of Proficiency) 4S and STAMP WS web-based adaptive tests that assess language proficiency. Avant STAMP assessments measure a test taker’s language ability according to benchmark levels that are based on national standards. Test results will indicate the level of proficiency achieved for each section of the test. Students that participate in this assessment have the opportunity to earn the Maryland Seal of Biliteracy.
The Maryland Seal of Biliteracy is a recognition based on a level of proficiency of at least Intermediate High on one of several Maryland State Department of Education (MSDE)-approved assessments in a world language other than English and attaining the English language requirement set forth by MSDE for the graduation year of the student.
Who can test? This test is being offered to current Juniors and Seniors that are currently enrolled in a level 4 or above language class in MCPS or who are native/heritage speakers of the language they wish to test. The test is given at no cost to Seniors. Any Junior that is interested in taking this test, will need to pay a fee of $16.90 payable to Clarksburg High School.

Door Dash, Grub Hub, and Other Food Deliveries
As a reminder, Students have limited options for lunch, including cafeteria served hot meals, which are free everyday, or to bring their own lunch. Delivery drivers are turned away at the school and when necessary, the food is confiscated and returned at the end of the school day.
All visitors to the school, even those attempting to deliver food, must use the main entrance only. Please discourage your students from attempting to have food delivered at other doors around the building. This creates a significant safety and security concern for your student and our school. Violations of this create a drain on resources and at times have caused such alarm that we have had to engage additional security and the police. Please help us continue to focus on the safety and security needs of the school by not ordering these meals to the school and by discouraging your child from ordering from a delivery service.
Important Reminders from our Attendance Office
Please review these important attendance reminders:
- If a student is late to school for any reason they must stop by the attendance office to sign in. This also applies if a student needs to sign out early with parent permission or parent pick up. An accurate sign-in/out time must be recorded in the system. (Please note: If a student does not stop by the attendance office then anything that the student is marked absent for will stay in the system).
- Please make sure whoever is signing the student out is on their emergency pick-up contact list in Parent VUE & is at least 21 years of age.
- Any notice sent for a student to sign out early must be submitted in writing.
Also, please remember that all parents/guardians and visitors are required to show ID upon entering our building.
All Means All and the Important Work of Access and Opportunity for All Students
STUDENT RIGHTS AND RESPONSIBILITIES & STUDENT CODE OF CONDUCT
In order to ensure a safe, productive, and positive learning environment, Montgomery County Public Schools (MCPS) publishes two documents that help students, parents, and staff and understand school rules and regulations; the expectations for student conduct; and the possible consequences for violating the rules.
A Student’s Guide to Rights and Responsibilities is an overview of the rights and responsibilities students enjoy in MCPS and a summary of the laws and regulations that affect students.
The MCPS Student Code of Conduct provides an overview of discipline procedures and protocols and the range of consequences students could face for violating various policies, regulations, and rules. The guide also discusses the MCPS philosophy to discipline and defines the various disciplinary responses.
All MCPS families have received a copy of these documents. Students were provided copies in their English Classes. Parents and guardians are encouraged to review this document with children so that our students understand their rights and responsibilities and the district’s expectations for student conduct. If you have questions, please speak to the Clarksburg Administration.
