COVID-19 Updates

The Office of Sponsored Projects Administration (OSPA) will continue to perform all of our current services for proposal submissions, award review and negotiations, account setups and modifications and post-award approval. Even if personnel are working remotely, they will continue to be available by email and phone, and our main line (859-257-9420) will remain open during OSPA's normal office hours.

PPE for returning to campus/lab work

PPE needed to return to campus/lab situations cannot be purchased on the grant unless the item was required under the original scope of work prior to the work at home declaration.

  • Email sent from OSPA to current NSF PIs to identify PPE so we can notify NSF

NIH Implementation of Donated PPE

  • Recipients may request prior approval from NIH to donate PPE and other lab supplies to hospitals, medical centers, and other local entities that are directly serving the public health emergency crisis for COVID-19 response. The guidance originally provided in OMB Memo M-20-20 has ended, effective June 16, 2020. NIH will consider future requests on a case by case basis.
  • In order to proceed with these donations, recipients must maintain documentation that supports the following:
    • The donated equipment or supplies are not currently needed due to temporary suspension of project activities or no longer necessary to meet the objectives of the grant;
    • If the equipment remains in usable condition, it should be returned to its original purpose upon completion of the public health emergency;
    • The donations(s) will be documented for single audits ad will be provided to NIH funding ICs upon request;
    • As outlined in the NIH GPS (section 8.3.3.2.1) the title for equipment and supplies acquired under NIH grants vests with the recipient institution.
  • Recipients should not assume that NIH funding ICs will provide additional funds to replace the donated PPE and supplies.

  • Refunds for airfare purchased on sponsored projects must be applied to the account where the expense originated
  • “Unused ticket credit” refers to a full ticket credit, and “ticket credit” could refer to a partial credit, residual credit, or a credit voucher. 
  • If unused ticket credits for cancelled airfare purchased on a sponsored project will not be utilized for that sponsored project, the originating airfare expense must be removed.
  • Charge for travel must be placed on sponsored account corresponding to when the credit is used
  • Same budget period –may need to move expense off sponsored project and transfer to sponsored project for new budget year if that is when travel occurs
  • Non-refundable costs associated with grant-related travel that was cancelled due to COVID-19 may be an allowable expense to federally-sponsored if the costs would have otherwise been allowable and were incurred on or before June 16, 2020. Please refer to agency guidelines for applicability to a specific award
