Matthias C. Kettemann, Prof. Dr. LL.M. (Harvard)

Als Internetrechtsexperte setzt sich Matthias C. Kettemann mit zentralen Fragen der Regulierung digitaler Gesellschaften und ihrer Kommunikationsmechanismen auseinander. Seine Arbeit trägt dazu bei, die rechtlichen Grundlagen für eine technologisch fortschrittliche, aber auch ethisch fundierte digitale Welt zu schaffen. Er untersucht aus einer nationalen und internationalen Perspektive die Rolle von Machtstrukturen im Kontext der Regelsetzung. Dabei beleuchtet er die Einflussnahme dieser Regeln auf Machtverhältnisse, wobei sein Fokus von der politischen Kommunikation auf Social Media-Plattformen bis hin zur Infrastruktur wie Unterwasserdatenkabel reicht. Dazu gehört auch die große Frage, wie die Demokratie und die Menschenrechte angesichts der Ökonomisierung und Datafizierung des digitalen Raumes geschützt werden können.

Im Zentrum seiner Arbeit stehen daher die Untersuchung von Regulierungsmechanismen für digitale Plattformen und die Interaktion von Staat und privaten Akteuren. Darüber hinaus befasst Matthias C. Kettemann als Digitalexperte mit Governance-Aspekten neuer Technologien, wie dem Metaverse, der Künstlichen Intelligenz (KI) und der Quantentechnologie, um deren Einfluss auf gesellschaftliche Strukturen zu verstehen und zu gestalten. Er hinterfragt, wie wir die privaten wie öffentlichen Vorteile des Einsatzes dieser Technologien realisieren und die individuellen sowie sozialen Risiken reduzieren können. Das stets mit Blick auf intergenerationelle Verantwortung, internationale Solidarität und kluges soziales Handeln in verantwortungsvollen Gesellschaften.

Forschungsarbeit und weitere Tätigkeiten

Matthias C. Kettemann hat die Professur für Innovation, Theorie und Philosophie des Rechts am Institut für Theorie und Zukunft des Rechts der Universität Innsbruck inne.

Am Humboldt-Institut für Internet und Gesellschaft (HIIG) leitet er die Forschungsruppe „Globaler Konstitutionalismus und das Internet“, zuletzt das Forschungsprojekt „Plattform://Demokratie“ und aktuell die Forschungsprojekte „Völkerrecht des Netzes“,  „Human in the Loop“  und das „DSA research network“.

Am Leibniz-Institut für Medienforschung  | Hans-Bredow-Institut leitet Kettemann das Forschungsprogramm “Regelungsstrukturen und Regelbildung in digitalen Kommunikationsräumen” . Sein Team beschäftigt sich mit den Regeln, unter denen in digitalen Kommunikationsräumen und besonders in sozialen Netzwerken neue Foren und Praktiken der gesellschaftlichen Verständigung und Selbstvergewisserung entstehen.

Matthias C. Kettemann leitet auch das Innsbruck Quantum Ethics Lab, ist Mitglied des Vorstands und Forschungsgruppenleiter für „Platform and Content Governance“ am Sustainable Computing Lab, Wirtschaftsuniversität Wien. Er war mehrfach als Sachverständiger für digitales Recht und Technologiegovernance im Bundestag und hat u.a. den Europarat, die UNESCO und die OSZE und Außen-, Bildungs- und Technologieministerien in mehreren Staaten beraten.

Wissenschaftliche Laufbahn

Nach Studien der Rechtswissenschaften in Graz, Genf und als Fulbright und Boas-Stipendiat an der Harvard School promoviert er mit einer Arbeit zur Rechtsstellung des Individuums im Völkerrecht. 2014 wurde er als Postdoktorand an das Exzellenzcluster „Die Herausbildung normativer Ordnungen“ der Goethe-Universität Frankfurt gerufen, wo er sich bei Prof. Kadelbach und Prof. Vesting am Institut für Öffentliches Recht der Goethe-Universität Frankfurt am Main mit einer Arbeit zur normativen Ordnung des Internets habilitierte und die Lehrbefugnis für Völkerrecht, Internetrecht und Rechtstheorie erhielt. Nach Vertretungen in Heidelberg und Jena folgte er im Herbst 2021 dem Ruf nach Innsbruck.
