     The Habitat Strategic Initiative Lead (HSIL) is the Washington Department of Fish and Wildlife (WDFW) and Department of Natural Resources (DNR) co-lead program to advance habitat protection and restoration in Puget Sound under a cooperative agreement with the U.S. Environmental Protection Agency (EPA).

With that in mind, 

Picture yourself leading the implementation and operationalization of an Implementation Strategy by connecting and engaging recovery partners throughout Puget Sound.

This is an opportunity to guide Habitat Strategic Initiative Lead (HSIL) grant investments to advance Implementation Strategies through Request for Proposal (RFP) development, statement of work guidance, and review of technical products.

Our Implementation Strategy Lead, 

Lead HSIL’s implementation and adaptive management program for one of the four Habitat Implementation Strategies (ISs).

  • Lead the development of the IS 5-year work plan and its annual evaluation and updates.
  • Lead IS implementation through activities such as workshops, convening stakeholders to advance specific management of policy objectives; convening technical and policy experts to identify priorities; engaging Management Conference Boards to advance research, policy, or financial objectives; piloting and institutionalizing ongoing programs.
  • Coordinate and integrate IS work across all HSIL IS Leads and provide capacity to support the holistic implementation of Habitat IS.
  • In coordination with HSIL Project and Policy Leads, communicate and coordinate HSIL IS implementation activities with relevant state agency ongoing programs.
  • Lead the coordination of HSIL Subject Matter Experts (SMEs) and other HSIL-funded implementers ensure a synergistic approach to IS implementation.

Build and maintain effective relationships with IS partners and implementers.

  • Coordinate with IS Leads in the Habitat, Stormwater, and Shellfish SILs; PSP; and EPA on IS planning, implementation and adaptive management.
  • Lead cross-SIL coordination on topics such as Marine Water Quality, Land Use, Climate Change, Environmental Justice, Socio-Ecological Resilience, and Communications and provide capacity and support on topics not leading.

Provide Implementation Strategy vision and guidance for Request for Proposal (RFP) processes and expert review for subaward development and management.

  • Work with HSIL Policy Leads and other HSIL IS Leads to identify priority investment areas and engage the Strategic Initiative Advisory Team (SIAT) in selection of priority.
  • Lead the development of IS-specific content and evaluation criteria for RFPs.
  • Facilitate the input of SMEs into the RFP development.
  • Provide input on statement of work development to ensure Implementation Strategies are advanced in a coordinated and synergistic way.
  • Review subaward technical deliverables

WORKING CONDITIONS

  • Work Setting, including hazards: 
    1. Work is almost exclusively performed indoors in an office environment. 
  • Schedule: 
    1. Typically, Monday – Friday - 8:00 a.m. – 5:00 p.m.
    2. Workload demands may require work outside the assigned work hours/days and adjustment of work schedules.
    3. A flexible work schedule will be considered at the incumbent’s request, subject to supervisory approval.
  • Travel Requirements:
    1. Travel is required and is typically local or regional (Puget Sound-wide), to meet with partners, conduct business, or to attend/provide trainings.
  • Tools and Equipment: 
    1. Standard office furniture and equipment - desk, filing cabinet, computer, printer, telephone, copy machine, etc.
  • Customer Interactions:
    1. Frequent contact with clients, including some contact with those who may be frustrated.

Qualifications

REQUIRED QUALIFICATIONS:

Professional equivalent experience may substitute, year-for-year for the education requirements.

Bachelor’s degree in natural resource or environmental science, natural resource or environmental planning, or public administration or public policy with an environmental emphasis, or closely related field.

          AND 

  • At least five (5) years of professional experience in natural resource or environmental science, natural resource or environmental planning, or public administration or environmental policy.

          OR 

  • One year of experience as an Environmental Planner 3.

AND 

Must demonstrate experience and strong competence in these skills and abilities:

  • Strong interpersonal skills and verbal/written communications skills - including the ability to present complex or controversial information in a way that is understandable and non-confrontational. 
  • Leading and facilitating an interdisciplinary team or work groups to achieve desired and productive outcomes.
  • Managing multiple work assignments and priorities on varied time scales.
  • Demonstrated organization and time management skills to effectively prioritize workload and maximize efficiency.
  • Ability to seek and act on opportunities to improve, streamline, and re-invent work processes.
  • Basic use of Microsoft Office programs (including Word, Excel, and PowerPoint).
  • Must exemplify: critical thinking, independent good judgement, ability to take interest in and understand others' perspectives; easily recognize when others have important information, perspectives, or ideas; appropriate[GJR(1]  assertiveness; and be committed to the service of the public, mission and team.

PREFERRED QUALIFICATIONS: 

  • A Master’s degree in natural resource or environmental science, natural resource or environmental planning, or public administration or public policy with an environmental emphasis, or a closely related field.
  • Three (3) years of professional experience in the above areas 
  • Demonstrated ability to develop and maintain collaborative working relationships, to build rapport and partner with local, state, and federal governmental agencies, tribes, regarding issues pertaining to habitat protection and restoration.
  • Demonstrated ability to apply negotiation and conflict resolution skills.

Experience applying knowledge of Puget Sound fish and wildlife biology, habitat science, and ecology to anticipate fish, wildlife, and habitat needs, potential impacts, and likely remedies.

Knowledge of: 

  • The Puget Sound Action Agenda and Puget Sound recovery goals.
  • Natural resource laws, policies, and programs and how this affects and/or enables fish, wildlife, and habitat conservation in Washington State, and the ability to interpret and apply them in order to achieve expected results.

Insurance Benefits

Retirement and Deferred Compensation
State Employees are members of the Washington Public Employees' Retirement System (PERS).  New employees have the option of two employer contributed retirement programs.  For additional information, check out the Department of Retirement Systems' web site.

Employees also have the ability to participate in the Deferred Compensation Program (DCP).  This is a supplemental retirement savings program (similar to an IRA) that allows you control over the amount of pre-tax salary dollars you defer as well as the flexibility to choose between multiple investment options.

Social Security
All state employees are covered by the federal Social Security and Medicare systems. The state and the employee pay an equal amount into the system.

Public Service Loan Forgiveness
If you are employed by a government or not-for-profit organization, and meet the qualifying criteria, you may be eligible to receive student loan forgiveness under the Public Service Loan Forgiveness Program.

Holidays
Full-time and part-time employees are entitled to paid holidays and one paid personal holiday per calendar year.

Note: Employees who are members of certain Unions may be entitled to additional personal leave day(s), please refer to position specific Collective Bargaining Agreements for more information.

Full-time employees who work full monthly schedules qualify for holiday compensation if they are employed before the holiday and are in pay status for at least 80 nonovertime hours during the month of the holiday; or for the entire work shift preceding the holiday.

Part-time employees who are in pay status during the month of the holiday qualify for the holiday on a pro-rata basis. Compensation for holidays (including personal holiday) will be proportionate to the number of hours in pay status in the month to that required for full-time employment, excluding all holiday hours. Pay status includes hours worked and time on paid leave.

Sick Leave
Full-time employees earn eight hours of sick leave per month. Overtime eligible employees who are in pay status for less than 80 hours per month, earn a monthly proportionate to the number of hours in pay status, in the month to that required for full-time employment. Overtime exempt employees who are in pay status for less than 80 hours per month do not earn a monthly accrual of sick leave.

Sick leave accruals for part-time employees will be proportionate to the number of hours in pay status, in the month to that required for full-time employment. Pay status includes hours worked, time on paid leave and paid holiday.

Vacation (Annual Leave)
Full-time employees accrue vacation leave at the rates specified in WAC 357-31-165(1) or the applicable collective bargaining agreement (CBA). Full-time employees who are in pay status for less than 80 nonovertime hours in a month do not earn a monthly accrual of vacation leave.

Part-time employees accrue vacation leave hours in accordance with WAC 357-31-165(1) or the applicable collective bargaining agreement (CBA) on a pro rata basis. Vacation leave accrual will be proportionate to the number of hours in pay status, in the month to that required for full-time employment.

Pay status includes hours worked, time on paid leave and paid holiday.


As provided in WAC 357-58-175, an employer may authorize a lump-sum accrual of vacation leave or accelerate the vacation leave accrual rate to support the recruitment and/or retention of a candidate or employee for a Washington Management Service position. Vacation leave accrual rates may only be accelerated using the rates established WAC 357-31-165. 

Note: Most agencies follow the civil service rules covering leave and holidays for exempt employees even though there is no requirement for them to do so. However, agencies are required to adhere to the applicable RCWs pertaining holidays and leave.

Military Leave
Washington State supports members of the armed forces with 21 days paid military leave per year.

Bereavement Leave
Most employees whose family member or household member dies, are entitled to three (3) days of paid bereavement leave. In addition, the employer may approve other available leave types for the purpose of bereavement leave.
