Job Purpose
SCDOR's Tax Policy Division is responsible for researching and managing the interpretation of complex tax issues and laws and recommending technical tax interpretations and procedures to the SCDOR Director to provide for the uniform application and enforcement of South Carolina's revenue laws in a manner warranting the highest degree of public confidence in the SCDOR's integrity, effectiveness and fairness. 

Ideal Candidate 
A tax professional in this position must have thorough knowledge of SC and federal tax statutes, regulations, and case law.  Strong research, writing, and analytical skills.  An ability to effectively communicate complex tax issues in a clear and concise manner, in writing and orally, is essential.  The professional must have the ability to organize and plan work.  Ability to maintain control over time deadlines.  

Job Duties

  • Manage employees in a specialized area of taxation and mentor others in the Policy Division with respect to the specialized area
  • Recommend and review drafts of formal advisory opinions
  • Enhance voluntary compliance by participating in technical tax training, seminars and meetings
    • Write, edit, and publish legislative summaries, complex tax manuals or publications and comprehensive questionnaires, etc.
  • Represent the Policy Division or the SCDOR in various meetings and conferences with government officials and others with respect to legislation, interpretations of legislation, and other tax and/or regulatory policy matters
  • Provide formal and informal tax advice on legislation, proposed legislation, and/or technical interpretations with respect to complex issues and factual situations to tax and other professionals, taxpayers, other divisions within the SCDOR and other state agencies
  • Research, develop, and draft legislation and regulations and recommend changes to existing laws and regulations with the objective of strengthening voluntary compliance, enhance regional competitiveness, and enhance uniformity and reciprocity of laws between states
    • Prepare written and/or oral tax analysis of proposed tax legislation
    • Analyze tax implications of legislation in other states and/or Congress
    • Make recommendations for the improvement of South Carolina tax laws
This position may involve excess hours beyond normal working hours, as well as public speaking and education.

Minimum and Additional Requirements

Requires the following:

  1. A bachelor's degree. 
    • Academic degrees must be from an accredited institution of higher learning. 
    • Transcripts may be requested.
  2. Relevant program experience. 
  3. A writing sample is required.  The writing sample may be attached to the application or emailed to employment.scdor@dor.sc.gov.  

Preferred Qualifications

Preferred qualifications are not required but are considered when setting a starting salary within the hiring range.

Highly Prefer One of the Following:

  • A juris doctor degree and three years of relevant program experience in tax, accounting, law, policy or research
  • A juris doctor degree with an LLM in taxation with two years of relevant program experience in tax, accounting, law, policy or research
  • A CPA and five years of relevant program experience in tax, accounting, law, policy or research
  • A bachelor's degree and six years of relevant program experience in tax, accounting, law, policy or research
Highly Preferred Knowledge and Skills: 
  • Strong research, writing and analytical skills and the ability to communicate complex tax issues, and public speaking skills
  • Thorough knowledge of SC and/or federal tax statutes, regulations and case law
  • Must possess excellent writing skills and the ability to communicate effectively, both orally and in writing to internal and external customers
  • Ability to establish effective working relationships
  • Ability to maintain effective control over time deadlines
  • Ability to organize and plan work and supervise and motivate employees
