Overview

This position reports to the Chief Human Resource Officer and works closely with internal and external stakeholders to foster and grow JEDI initiatives. This position will coordinate the JEDI strategic implementation work team, a group of city employees committed to supporting this work in their roles.  

The JEDI Specialist will have a visible and trusted presence, strong interpersonal and communication skills to encourage collaboration and innovation. This position will frequently engage with senior leadership, employees, and public members to support and grow relationships reinforcing the City’s commitment to JEDI throughout the Missoula Community.

Essential Functions

Internal 

  • Develop strategies and lead efforts for reviewing and revising City policies, procedures, initiatives, and public engagement plans to reflect the JEDI initiatives while ensuring efforts are meeting community goals.
  • Assist the Human Resources Department in developing strategies for accessing and measuring the impact of JEDI efforts to make service delivery more accessible and equitable.
  • Identify and establish tools and accountability mechanisms for measuring progress, including creating and/or coordinating JEDI training and assessments to measure JEDI knowledge and skills for all City employees and partners.
  • Establish learning programs to increase awareness and support of diversity, equity, inclusion, and cultural proficiency within the organization.
  • Create processes to remove barriers within the City’s programs and operations.
  • Engage employees and senior leadership to create system thinking, collaborative management, and organizational change; oversee the development of equity indicators.

External

  • Promote community engagement by establishing and supporting the JEDI Advisory Board, Community JEDI workgroups, and other community resources to ensure the City’s JEDI efforts align with community partners and support all community members.
  • Serve as a key partner in coordinating education and outreach events throughout the community.
  • Collaborate, engage, and foster relationships throughout the community, including supporting the National League of Cities’ local JEDI Cohort and other community partners.
  • Serve as liaison between city departments, divisions, and outside agencies in establishing goals and objectives to encourage and improve JEDI participation within City projects and contracts.
  • Communicate, regularly and effectively, with various stakeholders to relay the accomplishments of JEDI initiatives.
  • Review current and future policies, administrative rules, and municipal code through an equity lens and develop options to address negative impacts on marginalized populations.

Knowledge, Skills and Abilities

  • Knowledge of public administration principles, policies, and practices, including project management/planning, public relations, training, policy, and program development. 
  • Knowledge of community engagement, equity, and inclusion concepts, procedures, and practices.
  • Skill in integrating and synthesizing viewpoints to build alignment of diverse perspectives to achieve positive outcomes. 
  • Skill in public speaking, with the ability to train and present data, reports, and other findings to a variety of diverse groups and individuals, while facilitating positive outcomes and maintaining a calm demeanor.
  • Skill in managing multiple projects with keen detail and accuracy, and the ability to prioritize tasks with shifting priorities and timeline demands.
  • Skill in analyzing and implementing policies and procedures to attain project goals and objectives.
  • Skill in operating office equipment, using various computer software and databases, including Microsoft 365, and learning job-specific applications and equipment. 
  • Skill in communicating, in person and writing, with the proven ability to establish and maintain effective working relationships with people of diverse identities, perspectives, and cultural backgrounds.
  • Ability to develop citywide performance indicators and progress benchmarks, including certification or recognition by national groups or accrediting agencies to ensure accountability towards JEDI efforts.
  • Ability to actively listen and provide creative problem-solving solutions within JEDI discussions, while navigating the impacts on marginalized communities.
  • Proven ability to successfully engage with BIPOC, LGBTQIA+, disabled, women, and other historically underrepresented groups addressing needs and concerns from social justice, intersectional and multicultural perspectives regarding all aspects of identity.
  • Ability to learn departmental and City of Missoula policies, practices, and procedures, including the ability to understand and interpret state and local government regulatory processes.
  • Proven ability to participate in a team-oriented environment, contributing as lead and/or collaborator to implement practices in an inclusive, high-performance organization.

Qualifications and Additional Application Materials

  • Any combination of education and experience equivalent to five (5) years’ experience in project management, communications, or administration of major initiatives or efforts.

Other Requirements
This is a full-time, non-exempt position. The individual in this position will occasionally be required to work outside of normal business hours (8 a.m. to 5 p.m.), including evenings or weekends.
