Overview

If you are an experienced Human Resource Professional with a passion for serving the public sector and a desire to grow in your profession, then consider joining the City of Missoula’s Human Resource team.  We are searching for individuals who have a solid background in offering consultation to managers on a variety of personnel matters including policy interpretation, performance management, disciplinary action, FMLA, ADA and more. In addition to having general knowledge and experience in most of these areas, a top candidates will be successful in building collaborative relationships across all levels of the organization and managing a number of projects at any given time.

This position is part of a formal Career Ladder that will allow for pay progression tied to the advancement of responsibilities and complexity of workload. Such progression is employee-led and not tied to time in the position.  Most newly hired staff are hired in as a Human Resource Generalist I, then progress to an HR Generalist II and finally serve as a Senior HR Generalist. Successful candidates will be placed appropriately within the Career Ladder, per the City’s Pay Plan Policy.  

The current full salary ranges for the career ladder are as follows:

HRG I:   $58, 818 to $71,889

HRG II:  $62,411 to $77,838

Sr HR:   $66,214 to $82,273

This position will be eligible for regular part time telework upon successfully completing the 6-month probationary period. Our team offers flexible work schedules that allow for true work life balance. 

Essential Functions

Our team is currently working on a number of large projects that include but are not limited to: implementation of a new onboarding process and system within NeoGov, assisting in formalizing procedures and offering training for Justice, Equity, Diversity and Inclusion (JEDI), finding process improvements for all areas of HR, building a new pay plan for all non-union positions, and improving our organization wellness program.

While every day is different, the primary duties of this position will include:

  • Serving as the dedicated HR Generalist for assigned departments by managing employment-related inquiries from applicants, employees, and supervisors, attending employee disciplinary meetings, conducting investigations, administering FMLA, assisting the Benefits Specialist and Recruiting Specialists as needed and providing support on special projects. 
  • Reviewing policies and practices to maintain compliance with federal, state, and local employment laws regulations and recommended best practices.
  • Administering the City’s Wellness Program by developing and carrying out program initiatives, as they relate to a holistic approach for employee wellness. 

Knowledge, Skills and Abilities

  • Working knowledge of policies and practices in public personnel administration with the ability to learn practices in a labor union environment.
  • Knowledge of HR trends, management of key HR metrics and legal and effective recruiting/hiring standards.
  • Knowledge of best practices related to ensuring a diverse and inclusive workforce.
  • Excellent verbal and written communication skills with the ability to communicate in challenging situations.
  • Skill in developing and maintaining effective working relationships with a diverse group of individuals.
  • Skill in successfully managing multiple projects with ability to prioritize work and meet all project and service expectations and deadlines.
  • Skill in problem-solving and providing options for resolution.
  • Skill in researching, analyzing data and problems and preparing recommendations in written reports.
  • Ability to gain knowledge of State and Federal employment laws, such as FLSA, ADEA, FMLA, ADA and WDEA.
  • Ability to explain complex ideas and concepts to non-human resource professionals.
  • Ability to interpret and apply policy and procedures consistently.
  • Ability to work for long periods of time with minimal supervision.
  • Ability to act with integrity, professionalism, and confidentiality.

Qualifications and Additional Application Materials

Applicants must have the following qualifications for consideration:

  • Bachelor’s Degree in a relevant field and four (4) years of Human Resource experience.  Such experience will typically involve more than one specialty area such as benefits, recruiting, classification, risk, training, etc.  Ideal candidates will have solid HR Generalist experience. 
  • Equivalent education and experience equal to eight (8) years will be considered.

Applicants who have HR experience less than the above listed years are encouraged to apply.  If qualified candidates with 8 years equivalency are not found, the City may consider a formal training assignment and will consider those with HR experience of 1 year or more.
