2022, Progressive Neoliberalism in Education: Critical Perspectives on Manifestations and Resistance
U.S. educators unions have made a noteworthy front-page news splash throughout the Covid-19 pandemic. Acting as the primary mechanism through which health, safety and learning condition realities have been brought to light for the general public, educators unions have fought for a combination of stronger working conditions alongside common good outcomes. Their use of assertive tactics might be considered humane counterhegemonic resistance to advanced neoliberalism—or what Nancy Fraser terms progressive neoliberalism—which has sought to trigger the vast upward redistribution of wealth through financialized capitalism while deepening existing hegemonic divides. The Chicago Teachers Union (CTU) has consistently made local and national headlines for its organizing for healthy and functional working and learning conditions that respond to community need during Covid-19. This chapter considers the CTU’s response to its local school district during Covid-19 as a case study for mapping the contours and mechanisms of counterhegemonic resistance by educators unions to advanced neoliberalism.
