Act on the US Army Corps of Engineers for climate, equity, and nature
Last year, the Rise to Resilience coalition secured key changes to
congressional authorization of the U.S. Army Corps of Engineers' (USACE) New York-New Jersey Harbor and
Tributaries Study through the Water Resources Development Act of 2020. This study largely did not address the tidal flooding that hundreds of thousands face due to sea level rise, leading to a potential bias toward harder measures like seawalls or gates. And, despite its impact on more than 14 million, only a few hundred people were engaged in the outreach process.
With our priorities included, this study could help secure the protection of millions of residents in our
region from storms and rising sea levels. If not, it could negatively impact our communities and ecosystems. The coalition
now seeks to ensure that the guidance directing how the study is carried
out reflects the intent of the language we fought for. We seek a more
holistic, equitable approach to USACE projects that respond to multiple
