To Chancellor Khosla and the Return to Learn Team:
At the end of September, UCSD is planning to bring more than 14,000 students back to campus for in-person classes and collective living in the context of an ongoing pandemic [1]. We, a diverse group of stakeholders in the UCSD community including undergraduates, graduate students, faculty, staff, and alum, write this letter to communicate our deep and growing concern with the university’s Return to Learn plan. We urge university administration to cancel in person classes in the fall and limit dorm living to students with no other viable housing option.
UCSD has mounted a massive campaign to do what is necessary to make in-person education a safe option in the Fall. Yet just this week, the San Diego Union Tribune [1] reported that even without in person classes, 47 students, 21 campus employees, and 184 healthcare employees have tested positive for COVID-19. Further, the Union Tribune reported a lack of will by the UCSD administration to share details of its testing program, a move which further underscores the insecurity that Return to Learn provokes for many. For many reasons, including the reality of this virus, limited resources, and a widespread failure to include the UCSD community in the planning and decision-making processes of the Return to Learn program, as well as experiences from other universities where reopening has led to exponential rises in case loads, we believe UCSD’s efforts are insufficient to ensure the safety of students, faculty, staff, and the broader San Diego community. In many cases (UNC, University of Alabama, and University of Notre Dame, to name just a few), bringing students back to campus resulted in widespread community outbreaks associated with dramatic increases in testing positivity [2]. To imagine that UCSD will be an exception to this rule is both arrogant and negligent. The resulting community spread will do irreparable harm both to the UCSD community and to the San Diego community at large. Early in its US onset, the coronavirus had already taken a hugely disproportionate toll on people of color [3], migrants, and the incarcerated. Return to Learn will put communities already vulnerable to COVID-19 in even more danger.
The repeated and broadly felt failure of the administration to effectively communicate their plans or take community input magnifies our concerns substantially. When it comes to public health, we do not believe a top- down approach can effectively control the behavior of individuals within the community. Rather, the university’s refusal to acknowledge fears about Return to Learn, as well as the release of recent data on the university’s budget and finances, suggests that the university is being run as a business rather than as a community [4], and that financial incentives are being prioritized at the expense of community well-being. We also reject the university’s justification that Return to Learn facilitates campus employment; workers should not have to choose between employment and health. For example, AFSCME, the union representing more than 200 laid off Housing and Dining Service workers at UCSD [5], released its research findings showing that the UC system can leverage its vast resources and stellar credit standing to lead California’s economic recovery by maintaining employment for its 227,000 workers instead of pursuing cuts [6].
The university’s decision to pursue Return to Learn at all costs shows how the needs of the institution are being given more weight than the needs of its stakeholders. We foresee the university blaming individual students when inevitable outbreaks occur, but because the university has both the knowledge and the power to avoid this disaster, responsibility rests with them. Diffusion of responsibility allows institutions to make decisions that no individual would feel comfortable making themselves. We ask each individual involved in the Return to Learn program to reconsider their role and reflect on the divide between those who have the power to avoid this disaster and those who will bear its consequences.
We echo the call by the UCSD community to immediately suspend layoffs and furloughs of campus workers in the midst of a pandemic. And we ask that UCSD not bring students back to campus for the Fall quarter.

*It is important to acknowledge that due to decisions made by the Trump administration, incoming international students who are not currently residing in the US may be denied entry into the United States if UCSD does not have any in person classes. We hope that there may be a way that this issue could be circumvented (as it seems other institutes are doing), but recognize that this may prove difficult.*
