Safety

The Omnibus Transportation Employee Testing Act of 1991 mandated the Secretary of Transportation to issue regulations to combat prohibited drug use and alcohol misuse in the transportation industry. For that portion of the transportation industry having to do with the provision of and service to the public of “mass transportation,” the FTA is the agency delegated with the authority and responsibility for issuing these implementing rules. These rules are encompassed in 49 CFR Part 655, Prevention of Alcohol Misuse and Prohibited Drug Use in Transit Operations.

Federal Transit Administration (FTA) Safety and Oversight (TSO)

FTA administers a national transit safety program and compliance oversight.   The program purpose is to provide advance safe, reliabile and equitable transit systems.  Through this program the Transit Safery and Oversight office aids in improving a safer transit system through policy development, hazard investigation, data collection, risk analysis and oversight.  

Disadvantaged Business Enterprise (DBE)

The DBE Liaison Officer (DBELO) for the Kentucky Transportation Cabinet (KYTC) is the Executive Director of the Office for Civil Rights & Small Business Development, Tony Youseffi. Mr. Youseffi has direct, independent access to the KYTC Secretary. The Department's Disadvantaged Business Enterprise (DBE) program is designed to remedy ongoing discrimination and the continuing effects of past discrimination in federally-assisted highway, transit, airport, and highway safety financial assistance transportation contracting markets nationwide. The primary remedial goal and objective of the DBE program is to level the playing field by providing small businesses owned and controlled by socially and economically disadvantaged individuals a fair opportunity to compete for federally funded transportation contracts.
