About

We have a bold vision for the future…

Our Vision

Dramatically reduce greenhouse gas emissions and create a vibrant, low carbon regional economy by transforming energy systems, buildings, transportation, and food waste management.

The fight against climate change is an opportunity for creative partnerships that, attract new jobs and investment, spur innovation, and enhance quality of life for all residents. These efforts generate new possibilities for public and private sector collaboration in our region. We are creating great places to live, work, and start and grow businesses, all while reducing harmful greenhouse gas emissions and protecting the natural resources and environments that draw people to the Pacific Coast region.

About the Pacific Coast Collaborative

The Pacific Coast of North America represents the world’s fourth largest economy, a thriving region of 58 million people with a combined GDP of nearly $5 trillion. Through the Pacific Coast Collaborative, British Columbia, Washington, Oregon, California, and the cities of Vancouver, Seattle, Portland, San Francisco, Oakland, and Los Angeles are working together to build the low carbon economy of the future. We share ambitious goals for reducing greenhouse gas emissions at least 80 percent by 2050. We back up our commitments with regional action to transform our power grids, transportation systems, buildings, and economies while increase resilience to a changing climate.

By connecting jurisdictions at the regional level — and connecting states and provinces with cities in the region — the PCC facilitates collaboration on issues that cross borders and jurisdictional boundaries, such as grid integration, a comprehensive electric vehicle charging network, and responding to ocean acidification. We pool policy and technical expertise, share strategies to curb greenhouse gas emissions while growing the economy, and work together to implement them.

Our History

In 2013, California, Oregon, Washington, and British Columbia set the PCC on its current course of ambitious climate and clean energy policy by signing the Pacific Coast Action Plan on Climate and Energy, which was updated three years later as the Pacific Coast Climate Leadership Action Plan. In 2016, the PCC strengthened its regional collaboration network with the addition of the cities of Los Angeles, Oakland, Portland, San Francisco, Seattle, and Vancouver through the Pacific North America Climate Leadership Agreement.

Our partnerships and agreements allow us to leverage the leadership and ambition of all of our partners up and down the coast–working across geographic borders and working vertically among city, state, and provincial governments to support and strengthen our collective efforts. Our model approach continues to thrive more than ten years after the Governors and Premier founded the regional collaborative.

Guiding Principles

  • Reduce greenhouse gas emissions while growing our regional economy
  • Ensure the benefits and opportunities of a clean and resilient economy are shared by all residents, especially those most vulnerable
  • Create great places to live, work, and start and grow businesses
  • Protect our oceans and unique natural resources
  • Leverage our shared geography, infrastructure, and regional economy
  • Align our actions and combine our relative strengths and authorities
  • Connect state, provincial, and local leadership
  • Provide a model for decisive, coordinated sub-national climate action

We are accelerating the transformation of energy systems, buildings, transportation, and food waste management.
