Getting started

Managers should go to the performance section of Talent@SystemOffice to confirm all annual performance plans for their employees are completed and accessible.

  • Log onto Talent@System Office through Single Sign-On
  • To view the performance plans, go to Main Menu > Performance > Performance Reviews.
  • Initially, managers and employees will only see incomplete performance plans listed that are still in their To Do list.
  • To see completed performance plans, be sure to click on the “Completed” checkbox below the search box.
  • Managers will see two tabs: one for My Assigned Reviews and one for My Personal Reviews. To see their own completed performance plans, managers should click on the My Personal Reviews tab on the Performance Reviews page.
Quick reference cards

Please review the quick reference cards (QRCs) to review the steps in the process for creating performance plans and conducting annual appraisals.

See also our performance management page for additional resources.

Incomplete performance plans

You will not be able to complete the annual appraisal if a 2023-24 performance plan was not completed for the employee. If you have any performance plans that are not listed as “Completed,” please complete them before starting the annual appraisal task. See the Quick Reference Guide for writing performance plans for instructions.

Missing performance plans

If the plan for an employee is missing from list, try clicking on the “Expired” checkbox below the search box to show any plans that were incomplete past their deadline. Email SystemER@northcarolina.edu to reopen the plan to complete.

If a manager cannot see the plan for an employee, either the employee has not signed off on the plan yet, or the review may have been assigned to or completed by a different manager.

Contact the employee to ensure they have signed off on their performance plan.

If the employee has signed off on the plan, but the manager still cannot see it, then email SystemER@northcarolina.edu to have the plan reassigned.

If you cannot see your own plan, most likely your manager has not completed the plan for you.

Manager/employee transitions

Email SystemER@northcarolina.edu to resolve these issues.

If the current manager was not the manager at the time the performance plan was created, then they might not be able to see completed plans for their employees. Contact HR to reassign the plans to the current managers.

If the plans for separated employees appear on the manager’s list, contact HR to remove them.

If the plans for a current employee who is now assigned to a different manager appears on a manager’s list, the manager may be listed as a co-planner on the employee’s plan. If so, then the manager can leave the plan on their list but will not need to take any action on the plan. Contact HR to confirm the new manager has access to the employee’s plan. The appraisal when issued should show up with the correct manager.

HR may need to confirm that the reporting relationships are correct in ConnectCarolina.

Viewing the full performance plan

On the Performance Reviews page, you can click on a performance plan to review the contents.

If the plan is completed, the system will generate a PDF of the plan. This may take a few moments to generate.

If the plan is incomplete, then the task will open to view the plan. From that screen, you can click on the Options button at the top right of the section and select print preview. The print preview may take a few moments to generate.

Updating performance plans

Over the course of the performance cycle, sometimes goals need to be modified, added, or removed. To make changes to an existing performance plan that has been completed, email SystemER@northcarolina.edu to reopen the plan. The manager can make any necessary revisions and then route the plan to the employee to sign. See the Quick Reference Guide for writing performance plans for instructions.

Be sure that employees have at least three individual goals to be rated for the cycle. If something changed over the course of the performance cycle that resulted in the employee having fewer that 3 goals remaining for the cycle, contact HR to determine a goal-setting strategy for the employee.
