Open Enrollment Summary & 2024 Plan Year Changes

PEBB open enrollment is mandatory this year during. It takes place October 1-31, 2023. 

What does that mean for you?

It means you must login to your PEBB portal and confirm your plans.  (Failure to complete open enrollment could result in higher out of pocket costs or the loss of benefits).

This is the time that you can change any of your coverages, add eligible dependents, remove dependents, enroll, or re-enroll in a flexible spending account (FSA), change your Health Engagement Model (HEM) status, update your personal information, or update your beneficiaries. Open Enrollment is your once-a-year opportunity to make changes to your benefit packages without having experienced a qualifying life event or family status change (marriage, birth, divorce, loss/gain of other insurance, etc.). 

The changes you make during Open Enrollment will be effective in the new plan year beginning January 1, 2024.

There are two (2) Actions required to complete both the Open Enrollment and the HEM:

  •       Action 1:  PEBB Open Enrollment completion: Confirm your benefit elections, make changes, re-enroll in flexible spending accounts, AND indicate your HEM participation status for 2023. If Opting Out, you MUST take action and affirm you and your dependents have minimal essential coverage.
  •       Action 2: (If planning to participate in the Health Engagement Model HEM) - Complete the HEM Health Assessment by October 31, 2023 at your current medical carrier’s website. The HEM program will provide a financial incentive in your pay of $17.50 a month if you elect to participate and an increased deductible on your health plan if you choose not to participate.

The Three easy steps to participate in both are:

1.    Enroll in a PEBB medical plan by October 31, 2023. (Be sure to say you plan to take part in HEM.)

2.    Take your health assessment on by October 31, 2023. Health assessments done after this date will not be accepted.

3.    Complete two healthy actions during the new plan year. You don’t need to report them. You just need to let us know you did them at open enrollment next year. Remember, spouses and partners don’t participate. When you participate, they get the advantage of your low family deductible.

** Plan early to complete your Health Assessment. You may need to have your password reset which can take time. For example, Kaiser Permanente may require 10 business days to reset your password.

How do you complete open enrollment?

Employees can enroll online or use paper forms.

Paper forms can be faxed, scanned and e-mailed or sent through mail.

Life Events Outside of Open Enrollment: If you incur or anticipate incurring a qualifying life event during Open Enrollment such as birth, marriage, divorce, contact Employee Benefits at 541-737-2805 or [email protected] in order to complete the Midyear Change process prior to completing Open Enrollment. If you incur a qualifying life event during the year, don’t wait until Open Enrollment to update your elections. Contact Employee Benefits or refer to our website on how to update you benefit elections. Visit the “Midyear Changes to Health & Optional Benefits” website for additional information.

Surcharges and Optional Life Rates

  •        Tobacco Surcharge - $25/month if employee uses tobacco + $25/month if enrolled spouse/domestic partner uses tobacco.
  •        Spouse/Domestic Partner Surcharge - $50/month if spouse/domestic partner waives coverage in another employer’s group plan (non-PEBB plan) in favor of coverage through PEBB. 
  •        Tobacco User Life Insurance Rates – The rates for optional employee life and optional spouse/domestic partner life insurance is higher for members that have used tobacco within the past 12 months.
  •        OEBB/PEBB double coverage Surcharge - You will have to pay a monthly $5 surcharge if you are an active full-time employee and:
    • Someone in your family is covered as a member under their own PEBB or Oregon Educators Benefit Board (OEBB) plan, and
    • That person is covered as a dependent (spouse, partner or child) on your PEBB medical plan.

beginning January 1, 2024.

  •      Activating your Spring Health account and Moments exercises are at no cost to the member;

therapy visits are available with the member’s regular cost share.

Opt-Out or Decline? There is a difference
  •     Opt-out is a choice that results in PEBB membership. Employees that have other qualifying medical coverage can elect to opt-out of the PEBB medical enrollment and receive a cash payment in their monthly payroll checks. Employee’s MUST attest that all tax dependents have minimal essential health insurance coverage in order to qualify. To continue to opt out of medical benefits in 2024 you must:
    • Complete open enrollment between Oct. 1 and Oct. 31, 2023.
    • Attest that you still have other group (employer) coverage to receive the opt out incentive. If you don’t complete open enrollment you will remain without medical coverage and lose your monthly incentive.
  •     Opt out is allowed for medical only and employees must attest to having other employer group coverage to be eligible. This means all current enrolled opt out employees need to complete open enrollment to attest regarding other coverage. If employees who have opted out previously do not attest, they will be removed from opt-out cash back and will be defaulted into a medical plan.
  •     Decline is that an employee didn’t take an action to enroll in any PEBB option (including the opt-out cash payment option). You are not a PEBB member and receive no PEBB benefits.

Dependent Eligibility (required)

PEBB will request verification of eligibility for dependents added during Open Enrollment and throughout 2024 for qualifying Midyear Changes (birth, marriage, etc.).

What does this mean? If you add dependents during Open Enrollment or through a Midyear Change Form during 2024, PEBB will send you a packet of information. PEBB will ask you to confirm that each of your dependents are eligible. To complete the process, you will simply:

  •         Make copies of requested proof.
  •         Mail, fax, or email the above to the PEBB Dependent Eligibility team. (NOTE: Email is not a secure method for sending documents.)

Read more about dependent eligibility on the Oregon Health Authority website. Make sure you have everything you need. Don't send anything now, wait until you receive your letter from PEBB later this year. NOTE: If you do not respond to PEBB's letter, PEBB will remove the dependents added to your coverage.

Children Turning 26

  • Coverage for adult children will terminate at the end of the month the child turns age 26. (This PEBB change was effective as of January 1, 2019).
  • PEBB completes the removal process for the overaged children. No action is needed by the Employee during open enrollment, or during the birthday month.
  • PEBB’s COBRA administrator Benefit Help Solutions (BHS) will send a COBRA packet to the child losing the PEBB coverage. The COBRA packet is mailed to the address listed in the PEBB system for child.

Password Security Requirements

During Open Enrollment in 2020 PEBB established new password security requirements for logging into complete Open Enrollment.  Employees will want to read the requirements when prompted to re-set their password. Some tips include:

  • Your password must be 10-15 characters long.
  • The username and password must be different.
  • The password must contain both and uppercase and lowercase letters.
  • The password cannot end in Y.
  • You can use numbers 0-9.
  • Only some select special characters are allowed.
  • You cannot use a password that was one of your last four passwords.
  • The username must be 6-30 characters (you do not have to change the username unless you want to).

HEM Health Assessment Completion (Sept 1 – Oct 31, 2023)

If you wish to newly enroll in the HEM this year you will need to complete the online health assessment between September 1, 2023 and October 31, 2023.

Special Situations:

  •         For new and newly benefit eligible employees that are hired and/or become benefits eligible between September 1st and September 30th 2023, you will need to call PEBB at 1-503-373-1102 or Employee Benefits at 541-737-2805 to get an access code to allow you to complete the HEM Health Assessment. You must first complete the initial new hire/newly eligible enrollment process before calling to get the HEM access code. You will complete the HEM under the “myProvidence” account regardless of the health insurance plan you elect.
  •         Employees that opted out of health insurance during the 2023 plan year and are enrolling in health insurance during Open Enrollment will also need to call PEBB or Employee Benefits for an access code to complete the HEM Health Assessment. Call PEBB at 503-373-1102 or Employee Benefits at 541-737-2805 for the access code after completing the Open Enrollment process.
  •         New Employee Last Year: If you were issued a special access code to complete last year’s HEM assessment you must create a new user account this year using your Providence ID number, MODA ID number, or your Kaiser ID number. If you are a new employee that started in October of 2023 with a benefits coverage effective date of November 1, 2023, you cannot participate in the HEM. You must have active benefits during October of 2023 to complete the HEM. PEBB will also hold you harmless and will not increase your deductible. You can still complete Open Enrollment and make plan selections for 2024. This may require a paper form if you do not have an active PEBB number yet.

2024 Medical Home Plan - Providence Choice

Remember to register your Medical Home with the Plan before you and any enrolled family members incur medical expenses in 2024.

To receive Medical Home level of benefits, you must choose a medical home within the plan network and notify Providence of your choice before accessing services. 

If you wish to keep your Medical Home the same you do not need to call and re-designate it.  It will remain the same.

Classified Employees - Low Cost Plan Change in 2024

The typical cost share for core health benefits at OSU is a 95/5 split with OSU paying ninety-five percent (95%) and the employee paying five percent (5%). Where an employee has the opportunity to choose between two (2) medical plans and the employee enrolls in the least expensive PEBB medical plan available to them, OSU contributes ninety-seven percent (97%) to the cost of premiums for the coverage and the employee contributes three percent (3%).

In 2024, Kaiser Deductible and Providence Choice will continue as the lowest cost plans in most areas in Oregon. This means that in many situations the lowest cost plan in the county in which you live or work will be the Kaiser and in some cases, Providence Choice plans. This is not something OSU or PEBB controls. Rates are set through the contracting process with the carriers by the PEBB Board.

What this means for you: If you want to remain in the Providence Choice plan your cost share may increase to the standard 5%. 

This may be important information from you to consider when you complete the Open Enrollment Process in October and make your plan choices. Employees may use the PEBB payroll deduction estimator to learn more about the lowest cost plan in the county in which they live or work.

2024 PCP 360 Plan – MODA Health

  •         Members must choose and use a PCP 360 for each covered individual for in-network primary care services.
  •         Members who already have a PCP 360 selected do not have to re-select a PCP 360 unless they would like to change who they see for primary care services.

    •         Click "Find Care" to search for a provider by location, gender or language spoken.   •         Healthy Team, Healthy You: Is an individual or team-based wellness program and is available at no cost to employees and dependents age 18+.  Participation is voluntary and activities are completed on “non-work” time.
  •         WW Weight Watchers - A program to help you achieve your weight loss goals and improve your overall health.  Available to employees, spouse/domestic partners, and dependents ages 10 or older.

Exemptions from the HEM Health Assessment

An EXEMPTION from the HEM Health Assessment can be requested if:

  •         Member identifies as Transgender (the health assessment does not take into account the needs of the member).
  •         Member is enrolled in Hospice or extended hospital stays preventing them from completing their HEM action requirements
  •         Member is out of the country from their plan year coverage effective date and their HEM action requirements.
  •         Medical condition(s) that would not allow an individual to complete the health assessment and/or the health activities

Health Engagement Model (HEM)

  •  
  •  Health Engagement Model (HEM) PARTICIPATION in the 2024 HEM program:
    •    Enroll in the HEM program during Open Enrollment, October 1 – October 31, 2023.
    •    Complete of the online HEM health assessment between September 1 and October 31, 2023. You MUST complete the online health assessment.
    •    An Exemption form the Health Assessment may be claimed in certain circumstances, see Exemptions from the HEM Health Assessment.
  •       Complete two health related activities during 2023
    •    Health Activities are individualized and may include getting a physical, going to the dentist, starting and/or continuing an exercise program, walking at lunch time, and eating more fruits and vegetables.
    •    For employees that use tobacco, one activity will involve trying to quit.
    •    For employees that are overweight, one activity will involve trying to lose weight.
    •    Health Actions FAQs
    •    Employees will attest to completing the requirements during Open Enrollment in 2023 (to be eligible to participate in 2023).
  •       Newly eligible employees hired in October, November and December 2023, and during plan year 2023, are not eligible for HEM participation. They will not receive a monthly incentive and are only allowed to enroll in the standard annual deductible medical plans. New hires from September 2023 who did not enroll until October with coverage effective November 1st also are not eligible for the HEM.

Effective Dates, Verification of Changes and Corrections to Enrollments

WHEN are Changes Effective – Changes made during Open Enrollment are effective January 1, 2024, except for policies and/or amounts that require the approval of underwriters (life/ long-term care).

VERIFY that Changes Have Been Processed – Review your Earnings Statement to confirm that your enrollments and deductions are correct.

  •         December 2023 Earnings Statement will reflect changes to Medical, Dental, HEM financial incentive, Life, Accidental Death, Short-term Disability, Long-term Disability, and Long-term Care. For policies that require approval of an underwriter the change will be on the Earnings Statement the month following approval (life/long-term care).
  •         January 2024 Earnings Statement will reflect enrollment in the Flexible Spending Account(s) for 2024.

CORRECTIONS to Enrollments

  •         If there is an error on your Earnings Statement contact Employee Benefits immediately at 541-737-2805 or send an email to [email protected].
  •         The Open Enrollment Corrections period ends February 28, 2024.If you did not complete Open Enrollment, then you are not eligible to enroll in or make corrections to a FSA.
  •         The deadline for submitting affidavits for newly added individuals by affidavit is 11/7/23

Flexible Spending Accounts (FSAs)

Are you planning to enroll or re-enroll in an FSA for 2024?

Flexible Spending Accounts (FSAs) are a way use pre-tax dollars to reimburse yourself for qualified health care, dependent care and commuting/parking expenses. If you want to enroll or re-enroll in an FSA for 2024, you will need to indicate this in the PEBB open enrollment process during October. You can learn more about FSAs here.

  •         All current FSA accounts will end on December 31, 2023. Remember that this money does not roll over into the next benefit year. You forfeit any funds that you do not use by the end of the grace period end date of March 15, 2024. The deadline for claiming any valid expenses is March 31, 2024. Employees can find a list of eligible FSA expenses here. This link takes you to a list with four separate tabs organized by FSA type including health care, dependent care, parking and transit.

  •         Academic Year Employees 9 month – Salaried
    •    Select a 10 month FSA

Employee Benefits Fairs

Employees have the opportunity this year to participate in two benefit fair options during the month of October to learn more about their benefits. We are excited to share about these unique options to engage with benefits information and resources and hope that you take advantage of them as you make your open enrollment decisions.

October 3, 2023 - Memorial Union Ballroom on the OSU Corvallis campus. To register for the October 3, 2023 clinic please complete the process below by September 28, 2023.

October 17, 2023 - Memorial Union Ballroom on the OSU Corvallis campus.

Registration for the October 3rd clinic will be open on 9/20/23.

Registration for the October 17th clinic will be open after the 10/3/23 clinic.

  1. Click the following link to sign up for the clinic. This is the ONLY way to sign up for the flu clinic at the MU Ballroom: OSU Flu Clinic Sign Up
  2. Enter the Benefit Code (REQUIRED): OSUVAC23
  3. Enter the following information and click 'Find Appointment'

      4. I know this seems counterintuitive, but select NO here

     5. Select Flu only at the next page and click 'Check Availablity' at the bottom of the page. We will not have any other vaccines available; selecting vaccines other than flu may make it so the scheduler does not work for the participant and they will have to start over at step 1. We will have Fluzone HD available for those who are 65 and older. Limited quantity will be available and will be available on a first-com, first-serve basis. Not eligible for $30 cash payment.

    6. Click the appointment time that works best for you and then click 'Continue'. Click show more to see additional appointment times. Do not click on any other location (e.g. Corvallis Fred Meyer) as this will not create an appointment at the correct location.

   7. Complete steps 1 thru 5 by clicking 'Continue' at the bottom of each page.

   8. Step 4: Insurance, is REQUIRED to be completed. It is not optional (unless you are choosing to pay cash, $30). PLEASE BRING ALL INSURANCE CARDS WITH YOU TO YOUR SCHEDULED APPOINTMENT TIME.

   9. At the bottom of the consent page, you will need to click 'Yes' and then 'Continue'

   10. On the following Consent Page, read the Consent, enter your name, choose the appropriate patient relationship, and click 'Confirm Appointment'

   11. Next you'll receive your confirmation and you're all set! Note: the COVID vaccine will NOT be available to you at this clinic. You are welcome to make an additional appointment to receive a COVID vaccine when available. Cost may vary now that it is a commercialized product.

 

PEBB health plan members do not wish to attend these clinics but are interested in a Flu Shot can also consider these options:

Moda Health
PEBB members enrolled in Moda Health medical plans can visit any in-network pharmacy to receive a flu shot at no cost. Use Moda's Find Care tool to discover an in-network pharmacy near you or call your Moda 360 health navigator at 1-844-776-1594.

Providence Health Plan
PEBB members enrolled in Providence medical plans can visit any in-network pharmacy to receive a flu shot at no cost.

Kaiser Health Plan
Flu clinics at Kaiser facilities start Saturday, September 23. Kaiser Permanente members can schedule their flu shot appointment on or after September 11 at www.kp.org/flu. Members who already have an in-person primary or specialty care appointment scheduled on or after September 11 can get their flu shot during their appointment.
