SPIFFE/SPIRE Incubation Proposal #382

SPIFFE/SPIRE are currently CNCF Sandbox projects. The projects recently completed a security assessment presented to SIG-Security.

At this time, the team would like to submit the projects to be considered for incubation along with the project annual review process that is due.
