Senator Joseph Biden made a statement explaining accusations contained in the “killer tape” distributed to reporters by the Dukakis campaign. Biden said that his speech writer used a Robert F. Kennedy quote without attribution in a California speech given a year ago. Biden apologized for the oversight and said that he usually writes all of his own speeches.

He stated that he had correctly attributed the Neil Kinnock quote on all but one occasion, the August 23 Iowa debate. He also said that he did not receive the Dennis Healy Labour Party advertising tape that used the phrase “bend history” from Healy himself.

He talked at length about his law school record and about an inadvertent use of unattributed material in a paper in the first few months of law school. He repeated the course later and an ‘F’ for the course thus was converted to a ‘B.’ He also said he graduated 76th out of 87 persons in his Syracuse College of Law class.
