Assistant Development Director / Development Services

Wage:  $24.31 per hour

Summary:  Assists in administering regulations and related issues, enforcement of City Codes, beach and dune permitting, and implementing planning and development policies. Oversees daily operations and assists the Director in developing and carrying out plans, programs, budgets, policies, procedures, and initiatives of the Planning and Development Department. Supports the vision and goals of the Department. Oversees the development and implementation of plans, code revisions, development standards, and Department policies. Responsible for planning and implementing technological upgrades and advancements. Includes applying and monitoring performance measures. Promotes service orientation, results orientation, and teamwork and cooperation. Ensures accomplishment of the Department’s work in an effective and cost-efficient manner. Supervises assigned staff, provides leadership and direction, and ensures that service and technical standards are met, projects and programs are accomplished, and revenues and expenditures are within guidelines. Works collaboratively with other departments, external agencies, community groups, and the public to appropriately plan for, guide, and serve the community's development.

Essential Duties and Responsibilities include the following:

  • Examines documents such as blueprints, drawings, change orders, and specifications to verify completeness and accuracy of data.
  • Confers with document originators or engineering liaison personnel to resolve discrepancies and compile required changes to documents.
  • Posts changes to computerize or manually control records, releases documents and notifies affected departments.
  • Maintains related files.
  • Prepares reports and memorandums.
  • Assists as staff representative to the Planning and Zoning Commission.
  • Regularly attends planning and zoning commission meetings, Board of Adjustment & appeals, and any other meeting requested by the Development Director and City Council.
  • Assists in assigning and maintaining 911 addressing.
  • Assists in overseeing and supervising the daily operations of the Planning and Development Department. Assists in developing and/or reviewing Department policies and procedures. Compiles regular reports concerning Department activities. Assists in monitoring operations on a regular basis.   • Assists in developing or recommending revenue and expense budgets. Authorizes and monitors expenditures to remain within the approved annual expense budget. Forecasts revenue and expenditure needs.
  • Represents the Department internally and externally. Presents reports, recommendations, budgets, and issues for resolution to department heads, the Mayor, City Council, boards, and commissions. May represent the department director at public meetings of citizens or special interest groups, legislative hearings, and other public settings. Serves on boards and committees.

Building Official / Development Services

Summary:   The City of Port Aransas is seeking a Building Official/Inspector for the Department of Development Services. The Building Official, under the general direction of the Director of Development Services: Performs technical and administrative functions relating to plan review, permitting, and inspection of new and existing structures; Performs field inspection of construction projects to ensure adherence with approved plans, and compliance with municipal, state and international building codes (ICC) and regulations; Monitors specialty inspections performed by third parties; May serve as the City floodplain manager; Coordinates with Code Enforcement and/or the Fire Marshal on various code compliance activities, including the abatement of dangerous or unsafe structures, and may, from time to time, participate in various code enforcement activities; acts as a staff liaison to various City Boards and Commissions, including, but not limited to Planning and Zoning, and Board of Adjustment and Appeals.

Gas Utility Worker / Gas Department

Wage:  $18.63 per hour

Summary:  Under the supervision of the Gas Foreman, safely performs routine tasks and projects of moderate complexity requiring the application of standard techniques, procedures and guidelines.

Essential Duties and Responsibilities include the following:  

  • Perform preventive and routine maintenance on pipeline system;
  • Troubleshoot, test, install, and repair pipeline system materials and equipment;
  • Operates: vehicle, pipeline system equipment, and other essential equipment. Handles material, cargo, and accessories;
  • Reads meters, investigates low/high consumption.

Beach Lifeguard / Parks & Recreation

Wage: $18.09 per hour

Summary:  Patrols public beach area to monitor activities of swimmers and prevent illegal conduct by performing the following duties.

Essential Duties and Responsibilities include the following:

  • Observes activities in assigned area on foot, in vehicle, or from tower or headquarters building with binoculars to detect hazardous conditions such as swimmers in distress, disturbances, or safety infractions.
  • Cautions people against use of unsafe beach areas or illegal conduct such as drinking or fighting.
  • Rescues distressed persons from ocean.
  • Examines injured individuals, administers first aid, and monitors vital signs.
  • Administers artificial respiration or provides oxygen to revive persons.
  • Compiles emergency and medical treatment report forms and maintains daily information on weather and beach conditions.
  • Operates switchboard or two-way radio system to maintain contact and coordinate activities between emergency rescue units.

Surf Rescue Manager / Parks & Recreation

Wage:  $28.18 per hour

Summary:  Manages Surf Rescue lifeguard program and staff on the beach. Manages equipment, facilities and operations to provide safe recreational opportunities to the public by preforming the following duties personally or through subordinate supervisors.

Essential Duties and Responsibilities include the following:

  • Develops, supervises, schedules and maintains surf rescue lifeguard program, credentials, facilities and equipment;
  • Enforces all facility rules, regulations, and policies and procedures governing the operation of beach;
  • Handles emergency situations, rescues and other incidents which may occur; observers swimmers/ patrons on foot, in vehicle, or from tower to detect hazardous conditions, such as swimmers in distress, disturbances, or safety infractions.
  • Oversees recruitment, hiring and training of surf rescue lifeguards, head guards and trainees
  • Promotes, develops, and implements community outreach and education by establishing and scheduling surf rescue programs, events and trainings;
  • Prepares public relations materials for recreational programs within the department;
  • Develops and maintains records of operational facility usage, daily staff and incident reports; monitors and maintains inventories, and orders supplies and necessary equipment;
  • Coordinates with other department mangers on trainings, emergency management and special events;

Beach Worker / Public Works

Wage:  $17.56 per hour

Summary:

Under the direct supervision of the Beach Supervisor, the Beach Worker performs general labor and semi-skilled level work. The Beach Worker is responsible to provide labor to assist in the cleaning, maintenance, and repair of city beaches, beach roadways, access road entrances, removal and disposal of solid waste and sanitation of beach restrooms, pickup and disposal of all beach trash, containers and recycle containers on city beaches and seaweed collection/disposal.  Performs any and all other related work as required and directed.

Essential Duties and Responsibilities include the following:  

  • Operates all beach vehicles and equipment in a safe and efficient way according to all relevant legislation, policies, and procedures.
  • Operates a variety of vehicles backhoe with a front bucket, pump truck, water truck, trash truck, pickup truck and etc.
  • Operates a variety of other equipment such as tractor/loader units and small tools to include chain saws, trimmers, pumps, and all small tools as required and directed.
  • Re-fuels, cleans, oils, greases, maintains, cleans, and washes all vehicles, equipment, tractors, and tools as listed above and as directed including periodic scheduled maintenance and rust prevention activities.
  • Services and empties beach trash cans, cleans and sanitizes beach restrooms, disposes of solid waste, and picks up debris/trash on the city beach as required.
  • Assist fleet technicians/mechanics in service, repairs, and fabrication for various equipment and tools.
  • Assists in properly securing worksites by use of barricades, flags, and traffic direction in and around worksites. Ensures safe working conditions within work areas.

Heavy Equipment Operator-Streets / Public Works

Wage:  $22.25 per hour

Summary:  Under the direct supervision of the Street Supervisor, the Streets Equipment Operator performs semi-skilled and skilled level work. The Equipment Operator is responsible for operating heavy equipment in a safe and effective manner.  This position also provides labor to assist in the repair and maintenance of the city streets, roadways, drainage facilities & systems and traffic control infrastructure, mowing, trimming, edging, cleaning, clearing of alleyways as well as sweeping and trash pickup and performs any and all other related work as required and directed.

Essential Duties and Responsibilities include the following:  

  • Operates all heavy equipment in a safe and efficient way according to all relevant legislation, policies and procedures.
  • Operates back hoe/front end loader to repair and maintain city streets, properties, roadways, alleyways, right of ways, drainage facilities & systems and all other work requiring a back hoe/front end loader as directed.
  • Operates grader on roadways, properties, alleyways, right of ways and all other work requiring a grader a directed.
  • Operates dump truck moving sand, caliche, limestone and all other related material within the City as directed or required.
  • Operates a variety of other equipment such as street sweeper unit, boom mower unit, tractor mowers, small tractor/loader units and small tools to include chain saws, trimmers, pumps and all small tools as required and directed.

Education and/or Experience: High school diploma or general education degree (GED); Valid Texas Commercial Driver’s License required; two (2) years’ experience efficiently operating simple to specialized equipment (i.e. front end loaders, graders, dump truck, water truck, back hoe, tractors and various small tools and equipment); experience in work zone traffic control such as flagging, lane closures, sign placements and road closure procedures.
