(Washington, D.C.): The Environmental Law Institute (ELI) is delighted to announce the appointment of three new members to its Board of Directors: Mason Emnett; Sally Fisk; and Carlton Waterhouse. ELI’s Board includes environmental leaders from all sectors, including private law practice, corporate management, nongovernmental organizations, and academia.
“Uniting diverse interests is a strength of ELI, and these distinguished individuals will bring a wealth of experience, energy, and new perspectives to the ELI Board of Directors,” said ELI President Scott Fulton. “I look forward to working with our newest members to advance ELI’s important mission of improving the environment though the effective rule of law,” added ELI Board Chair Benjamin F. Wilson.
- Mason Emnett is Vice President of Competitive Market Policy at Exelon Corporation. Mason oversees the development and implementation of federal regulatory strategy for Exelon—the nation’s largest regulated utility and biggest producer of zero-emission electricity—and is responsible for achieving the corporation’s policy objectives in matters before the Federal Energy Regulatory Commission (FERC) and the U.S. Environmental Protection Agency. He previously served as Senior FERC Counsel for NextEra Energy, providing legal support and strategic advice on federal regulatory matters. Between 2006-2014, Mason served as Deputy Director of the Office of Energy Policy and Innovation at FERC, leading the development of regulations and rules governing wholesale electric markets and the provision of interstate transmission service. And between 1998-2006, Mason worked in private practice with the law firm of Skadden, Arps, Slate, Meagher and Flom LLP, where he counseled clients on energy regulatory matters.
- Sally Fisk is Assistant General Counsel & Chief Compliance Counsel for Pfizer’s Global Manufacturing & Supply Division and company-wide Environmental, Health & Safety (EHS) program. In this role, Sally works closely with Pfizer’s executive team to develop programs to assure robust compliance and strategic environmental sustainability initiatives. She provides proactive support to identify EHS and other quality and compliance risks and opportunities and drives climate change and sustainability policy and goal setting across the company’s supply chain. Prior to her current role, Sally spent almost 15 years as EHS and sustainability attorney in Pfizer’s Legal Division where she provided legal guidance on complex regulatory matters, enforcement defense, business transactions, and corporate programs including air emissions, environmental disclosures, climate change, green claims, occupational hygiene, and process safety, among others.
- Carlton Waterhouse is a Professor of Law at the Howard University School of Law and is the inaugural director of the school’s Environmental Justice Center which provides legal and policy support for communities facing environmental injustices. Professor Waterhouse began his career as an attorney with the U.S. Environmental Protection Agency (EPA), where he served in the Office of Regional Counsel in Atlanta, Georgia, and the Office of General Counsel in Washington, D.C. At EPA, he served as the chief counsel for the Agency in several significant cases and as a national and regional expert on environmental justice, earning three of the Agency’s prestigious national awards. His responsibilities at EPA included enforcement actions under numerous environmental statutes, the development of regional and national policy on environmental justice, and the application of the Title VI of the Civil Rights Act of 1964 to EPA permitting actions. Professor Waterhouse is an international expert on environmental law and environmental justice. His views have been published in the New York Times, the Wall Street Journal Online, the Indianapolis Star, and many other media outlets.
