Dr. Richard Carter taught at Guthrie High School and Iowa State University before turning his attention back to his alma mater in Stillwater, where he established the Joe Legako Excellence in Agricultural Education Scholarship. Funded through the Department of Agricultural Education, Communications and Leadership, the scholarship reflects Carter’s commitment to education by honoring one of his own teachers. Carter also funded the Teacher-in-Residence Program with a grant through the department.

Carter, a Watonga native, has been recognized by the National Association of Agricultural Educators Inc. with the Lifetime Achievement Award for his ongoing influence in and out of the classroom. Several academic programs in agricultural leadership at universities across the nation, as well as work in organizations such as 4-H and FFA, can be traced to courses he developed and educators he mentored.
