Our Big Goal

Vermont can be the best place to be a student and a worker. Increasingly, education and training after high school is necessary for the people of Vermont to secure jobs that meet their individual needs. Such jobs are the building blocks of fulfilling, healthy lives that in turn produce vibrant communities and a resilient state economy. In support of this end, our mission is to grow the number of Vermonters with postsecondary credentials, increase equity in educational attainment, and strengthen connections among education, training, and employment so that everyone can shape and share Vermont’s prosperity.

In alignment with national efforts to increase postsecondary attainment, the state established a postsecondary attainment goal to grow the number of working-age Vermonters with a credential of value to 70 percent by 2025. As of 2018, Vermont is at 59 percent. To meet the state goal, 36,000 more Vermont residents must possess a credential in the next 3 years. The good news? With approximately 135,000 people in Vermont eligible to earn their first postsecondary credential, the goal is achievable through collective, statewide effort.

Why Supporting Postsecondary Attainment Matters

Education beyond high school is a key determinant of economic opportunity and social mobility, but access, affordability, and attainment aren’t equitable. Addressing systemic institutional, societal, and policy structures that effect historically marginalized students is both a moral and practical necessity.

The Path Forward

In order to meet Vermont’s postsecondary attainment goal, the State identified four policy priorities through Act 80 of 2019:

Promote awareness of career pathways and the value of postsecondary education and training

Expand access to postsecondary education and training to students of all ages

Increase completion of postsecondary education and training programs by ensuring Vermonters have the supports they need to succeed

Maximize partnerships across and within sectors to achieve State workforce development and education goals
