Apply for Assistance Online

Human Services will next accept requests for phone appointments and online applications for assistance on Monday,  April 22nd. 

Volusia County Human Services has implemented the following recent program changes in accordance with funding availability:

  • IMPORTANT NOTICE - VOLUSIA COUNTY EHEAP FUNDING UPDATE: 3-14-2024:

Due to a temporary pause in grant funding, Volusia County will temporarily close the EHEAP assistance opportunity until further notice. No additional appointments will be scheduled for EHEAP at this time. Please stay tuned to this website for updates on the availability of EHEAP assistance.

  • LIHEAP UPDATE 2-7-2024:

Due to extremely limited federal LIHEAP grant funding, the Volusia County LIHEAP HOME energy credit program is currently closed as of February 9, 2024. No funding benefits will be awarded for the LIHEAP HOME energy credit program until further notice. Additionally, LIHEAP Crisis funding is very limited. Be advised, we will be awarding a greatly reduced number of LIHEAP Crisis benefits on a first come first serve basis weekly. LIHEAP Crisis requires a past-due bill. See eligibility and application details below. Please stay tuned to this webpage for frequent updates on the availability of LIHEAP assistance.

  • Effective January 8, 2024, the maximum LIHEAP Crisis per benefit cap will be $600.

  • Effective December 4, 2023, only applicants in imminent danger of disconnection with a past due bill or service disconnection and have not received LIHEAP Crisis services within the past 6 months will be eligible to apply for LIHEAP Crisis.

Assistance is based on the availability of grant funding and is not guaranteed. 

Human Services accepts online applications for electric bill assistance on Mondays at 9 a.m. Apply online here for LIHEAP electricity assistance beginning at that time. Online electricity assistance applications will be open until maximum capacity is reached.  

For rent, mortgage, EHEAP, or water assistance, a phone appointment must be made with a caseworker by calling 386-239-7757. The phone appointment line opens at 8 a.m. every Monday. A person may also call this number to schedule an appointment for electric bill assistance at 8:00 a.m. on Mondays. Appointments will be made on Monday mornings until capacity is reached.

For dental or prescription assistance, someone may apply in person at any office location or schedule an appointment with a caseworker by calling 386-239-7757.

Please make sure you have the following documents downloaded on your computer, phone, or tablet and ready to upload.  All documents must be provided in order to process an application. Please ensure your documents and scans are clearly legible, and provide them in color whenever possible. 

Identity:

  • Social security cards for all persons residing in the household.
  • Driver's license, Florida ID, or U.S. Passport for all persons 18 years of age or older.
  • Birth certificate, DH-680, Driver's license, or U.S. Passport for all persons 17 years of age or younger.

Residency:

  • Renting- copy of full lease with landlord.
  • Homeowner- copy of either the property tax statement or mortgage statement.
  • If your household is receiving a Section 8 voucher or on public housing you must provide a HUD- 50059 form, which is the Utility Allowance Worksheet.  You must request this form from your housing authority.

Income:

  • Proof of all income the household has received within the previous 30 days which may include but not limited to wages, SSI/SSDI award letter (current letter), SNAP award letter (current letter), retirement/pension, and child support.
     

Utility statement:

  • Provide a copy of the most current home energy (electric and/or fuel) statement issued by your home energy (electric and/or fuel) provider.  The bill/account must be in a household member's name included on the application for assistance.
