Mr. Sergey Terebkov
Mr. Sergey Terebkov was appointed to the Placer County
Board of Education in 2021.
Professionally, Mr. Terebkov currently serves as the Director of School,
Parent and Government Relations for Gateway Community Charters. He also serves
as the Founder and President of the Slavic American Chamber of Commerce and as
a member of the Sacramento Municipal Utility District (SMUD) Business Advisory
Council. Previously, he served in a variety of community leadership roles with
the City of Roseville Transportation Commission, Sacramento Metro Chamber Board
of Directors and Sacramento Regional Coalition for Tolerance in addition to
numerous others.
Mr. Terebkov graduated from Dubna University in Moscow with a degree in social
work.
As a board member, Mr. Terebkov is committed to preserving and improving public
education opportunities for all families in Placer County. He believes public
schools should serve as a pathway to either higher education or an opportunity
to obtain well-paying jobs through career pathways.

Email | Mr. Andrew Tagg
Mr. Andrew Tagg was appointed to the Placer County Board of Education in February 2022.
Professionally, Mr. Tagg serves as Vice President, Commercial Banking for First Northern Bank and brings more than 25 years of finance expertise to the County Board. He recently served as a school board trustee, and former Board President, for the Roseville Joint Union High School District and has been intricately involved in the south Placer community. Mr. Tagg has solidified relationships with business leaders, community leaders, educators and members of local nonprofit organizations. He has also served on the Placer Breast Cancer Foundation, City of Roseville Library Board, and Dry Creek school site councils.
Mr. Tagg earned his Bachelor of Arts in Social Science with an emphasis in Economics from California State University, Chico and completed the prestigious CBA Executive Banking School at Furman University.
Mr. Tagg strongly believes in our public education system and in public service. He believes every student should benefit from a quality education and environment that produces a path for success. He and his wife are longtime Roseville residents and have a daughter who is the product of Placer County schools (Dry Creek and Roseville Joint). Dr. David Patterson
David Patterson, Ed.D., was elected to the Placer County Board of Education
in 2012 and brings more than three decades of experience creating, managing and
helping others develop high-performing schools in California and across the
nation.
Dr. Patterson currently serves as a founding board member of California
Charter Authorizing Professionals (CCAP), a nonprofit dedicated to the
improvement of charter school oversight. He also serves as an adjunct professor
with the Fortune School of Education.
Dr. Patterson’s previous experience
includes serving as the Director of CARSNet (Charter Authorizers Regional Support Network), Director
of the Charter Schools Office for the Alameda County Office of Education, and Special
Projects Director for Gateway Community Charters in Sacramento as well as the
Superintendent for Athlos Academies, which operates innovative classroom-based
schools in multiple states.
Dr. Patterson is the founder and Executive Director Emeritus of
the Rocklin Academy Family of Schools which include three high-performing Core
Knowledge elementary charter schools and a college preparatory middle-high
school. Prior to opening the Rocklin Academies, Dr. Patterson was the Director
of Governmental Relations for the California Network of Educational Charters,
the predecessor of the California Charter School Association, representing
charter schools before the legislature, the State Board of Education, California
Department of Education and the Governor’s Office. Dr. Patterson also previously
served for ten years at the California Department of Education where he became
the Department’s point person for charter schools. He has also served many years as
an elected school board member in Del Paso Heights and Rocklin.
Dr. Patterson is a recognized professional in traditional and
charter school law and policy, school reform and an acknowledged leader in
state and national political and legislative activities. The California Charter
Schools Association recognized him as the recipient of the “Hart Vision Award
for Charter School Leader of the Year” in 2012 and 1998 for outstanding
leadership and excellence in education.
Dr. Patterson earned a Doctorate in Education and Policy from the
University of Southern California, a Masters in Higher Education Administration
from George Washington University and a Bachelor of Arts in Political Science
from UCLA.
His
wife Kathleen is a retired Rocklin High School math teacher and their three

R. Jan Pinney
Mr.
R. Jan Pinney was appointed to the Placer County Board of Education in February
2022.
Mr. Pinney is
a well-regarded business leader and military veteran who is influential in the
life insurance and property/casualty insurance industries. He is a founding
board member of the Eureka Schools Foundation and former school board trustee
of the Roseville Joint Union High School District where he served for more than
20 years. Additionally, Mr. Pinney served his community and the greater
Sacramento region through leadership roles with the Sacramento Suburban Kiwanis
Club, Golden Empire Council of the Boys Scouts of America and the Sacramento
County Red Tape Task Force.
Mr. Pinney
holds a Bachelor of Science in Business Management from the University of Utah.
Additionally, he earned the Chartered Life Underwriter (CLU) and Chartered
Financial Consultant (ChFC) professional designations from American College and
earned the Chartered Property & Casualty Underwriters (CPCU) designation
from the American Institute for Property & Casualty Underwriters, Inc.
Mr.
Pinney wants to make a difference in the community through service and believes
that public education must work for the good of society.

Ms. Kelli Gnile
Ms. Kelli Gnile was elected to the Placer County Board of Education in 2012 and has more than 25 years of experience in education, and served as Board President in 2018. She was first elected to the Rocklin Unified School District Board in 1992 as new schools were emerging in a rapidly growing district. She went on to serve on the Horizon Charter School Board, and the Pleasant Grove School Site Council. She has raised five children and concurrently worked on numerous committees and in the classroom as a volunteer. For her own education, Ms. Gnile grew up traveling the world and attending a new school just about every year. She attended the University of Washington and studied business and political science. Professionally, she works as a Human Resource Manager with a background in accounting both in a public-school environment and for private companies. Ms. Gnile has volunteered her free time with Lincoln High School Sober Grad Event for more than 10 years and is active in Bayside events and compassion projects. She serves the Western Placer Lincoln area, where she and her husband have lived since 1996. She enjoys traveling and keeping up with her twelve grandchildren. Dr. Renee Regacho-Anaclerio
Renee Regacho-Anaclerio, Ed.D., was appointed to
the Placer County Board of Education in January 2022.
Before her professional retirement in 2016, Dr.
Regacho-Anaclerio worked in education for more than 30 years, most recently
with the Placer County Office of Education (PCOE) as the Deputy Superintendent
where she oversaw curriculum and instruction, professional development, career
technical education, alternative education and prevention services. She
also worked as a director in the capital region for the Statewide System of
District and School Support as well as served as the Roseville City School
District Assistant Superintendent.
Dr. Regacho-Anaclerio is dedicated to public service and currently
serves on the board of the Latino Leadership Council. She has also been
involved with numerous community and civic activities including serving on the
boards of the Boys and Girls Club, Sutter Hospital Community
Partnerships, Placer Nature Center, Prosper Placer, Gathering Inn, Child
Advocates of Placer County, United Way's Educational Impact Council and as a
chair of her church's Pastoral Council.
She holds a Doctorate in Educational Leadership, Master of Arts in
Educational Administration and a Bachelor of Social Work.
Dr. Regacho-Anaclerio is passionate about the role that education can,
and should, play in preparing children for a fulfilling future in which they
can contribute to the betterment of our community and society. She believes
education can be a social equalizer when systems operate with intention and
commitment towards equity, and they prepare students to be responsible citizens

Ms. Lynn Oliver
Ms. Lynn Oliver was appointed to the Placer County Board of
Education in August 2008; elected to a full term as Area 5 representative in
November 2009; and elected to a full term as Area 4 representative in November
2012, 2016 and 2020.
Ms. Oliver graduated from Vassar College. She received
her teaching credential and Master's Degree in Education from New York
University. Ms. Oliver taught at both the elementary and secondary
levels in New York City before moving to California. Ms. Oliver served
on the Alta Dutch Flat School Board for 16 years. Ms. Oliver, currently a real
estate broker, lives in Gold Run with her husband, Douglas Oliver. She
has three children and two grandchildren.
As a board member, Ms. Oliver is committed to ensuring a
quality education for every child in Placer County. She supports PCOE’s
efforts to provide services for each district, sound fiscal governance, staff
development, innovative programs and strong vigorous leadership.
