The CHP Alliance Applauds Bipartisan Support of Combined Heat and Power and Waste Heat to Power in End-of-Year Legislative Package

WASHINGTON D.C. (January 5, 2021) — On Sunday, December 27, 2020 President Trump signed a  comprehensive end-of-year legislative package that includes major wins for the Combined Heat and Power (CHP) and Waste Heat to Power (WHP) industries. The Combined Heat and Power Alliance (CHPA) applauds Congress and the Trump Administration for its bipartisan support of CHP and WHP. The bill, which initially passed Congress on Monday, December 22, 2020, includes 2021 Fiscal Year Appropriations bills, COVID-19 relief, the Energy Act of 2020, and other provisions.

David Gardiner, Executive Director of the Combined Heat and Power Alliance, said: “The Combined Heat and Power Alliance applauds Congress for its bipartisan support of CHP and WHP. The new provisions in the comprehensive bill will cut energy bills for America’s manufacturers and commercial building owners, make the grid more reliable, and reduce carbon pollution. These measures will help to reduce emissions in the industrial and building sectors, which are large and growing sources of carbon pollution. We are particularly pleased with the inclusion of the Waste Heat to Power tax incentive. This new provision will allow American manufacturers and others to produce as much as 15 power plants worth of new zero emissions energy.”

The bipartisan deal contained critical policies for the CHP and WHP industry, including:

  • An extension of the Investment Tax Credit for CHP;
  • An expansion of the tax credit to include WHP;
  • Reauthorization of and appropriations for the Department of Energy’s CHP Technical Assistance Partnerships;
  • Funding for the Environmental Protection Agency’s CHP Partnership and direction to the Agency to develop standards under the Clean Air Act which credit emission reductions achieved through efficiency including CHP;
  • The Clean Industrial Technology Act;
  • The Grid Modernization Act; and
  • The LEADING Act.

The CHP Alliance thanks the many congressional leaders from both parties whose leadership made these provisions possible.
