Child Care Assistance Program for Providers

​​The Child Care Assistance Program (CCAP) provides support to help families pay for child care. The Division of Child Care is responsible for all child care provider support and the Division of Family Support helps clients apply for the program.

Accept CCAP Families

All child care programs that choose to accept families with CCAP must complete Child Care Assistance Program: Billing Basics for Providers training. This online course provides an overview of the billing process for the Child Care Assistance Program including information on completing the DCC 94E, Daily Attendance Sheet. Training stresses the importance of completing the provider billing form and reviewing the necessary requirements of the billing process.

Submitting Billing

The KICCS Provider Portal is used to submit billing and view documents for CCAP.

Fraud

Intentional program violation of CCAP is fraud and can result in a criminal conviction and loss of services and payments. Intentional means misinforming the program purposefully to receive services and/or payment for services.

Providers may commit fraud by wrongly charging for a child, including:

• charging a full-time rate for a child who attends part-time;
• charging for more than five absences per month without required documentation;
• charging for absences of children whose parents have terminated their child care services;
• enrolling and charging for more children than license status capacity allows.

Kentucky Child Care Market Rate Study

The Kentucky Child Care Market Rate Study report is developed using a survey conducted every two years to gather data on the cost of child care services. All child care providers are required to participate in this survey. Based on data from the survey, the Division of Child Care sets the maximum subsidy rates.
